The role:
The project is a donor funded program, focusing on the design and delivery of Sub-National Governance Support measures across multiple provinces. The role combines the provision of technical assistance to government counterparts, project design, quality assurance and governance programming.
The Conflict and Governance Adviser will support the Team Leader and the Technical Team in designing and delivering tailor-made measures including on sub-national governance (incl. decentralisation), and reconciliation, but also community engagement and strategic planning to support sub-national governance in diverse and challenging environments. The Conflict and Governance Adviser will build relationships with our clients, project partners and technical associates, and also support the expansion of Aktis’ portfolio by developing an understanding of key stakeholders, networks and current issues.
The position will be based in Baghdad and Erbil, with travel across Iraq. The successful candidate must be comfortable spending a significant amount of their time in the field.
Main responsibilities:
The Conflict and Governance Adviser will be accountable to the Team Leader, and be responsible for the following:
Providing technical direction and delivering work streams in governance, stabilisation, and reconciliation across multiple Iraqi provinces;
Translating project objectives into precise activities to ensure high quality project delivery within time and resource constraints;
Supporting and contributing to technical delivery at the detailed level (incl. advising on and reviewing technical material from consultants);
Building strong relations with Iraqi stakeholders, including advising, mentoring and facilitating on issues of governance, reconciliation, social cohesion and stabilisation;
Contributing to M&E, stakeholder management, risk management and other technical aspects of the project;
Supporting the sharing of best practices at the regional and national level with the wider Aktis cadre of technical experts;
Contributing to inputs on weekly, monthly, quarterly and annual written reports as well as ad hoc written and verbal reports and presentations;
Providing clear guidance so that the Project Manager and Provincial Coordinators can provide the administrative and logistical support needed for the successful delivery of the project;
Sharing lessons learned on governance, stabilisation and reconciliation with Aktis’ Conflict Management and Peacebuilding (CMP) Practice Area to inform the development of CMP methodologies and approaches;
Representing the project and Aktis Iraq in high-level meetings with stakeholders, partners and the client.
About you:
We are looking for an experienced, driven, and innovative team member to take up a key position in the Sub-National Governance project and Aktis Iraq.
The successful candidate will have:
A minimum of seven (7) years’ post-qualification experience working on implementation of international donor funded development projects in conflict affected states, preferably in Iraq;
Minimum Masters’ degree in International Development, Humanities, Politics, Law, or Business Management from a reputable university.
Extensive experience in a variety of conflict settings including civil wars, ethnic conflicts, tribal disputes, post-war reconciliation, peacebuilding, and development projects in conflict affected states;
Proven knowledge of development, and programme design in the areas of governance, stabilisation, and reconciliation;
Proven track record in conducting conflict, political economy and institutional analyses and using them to inform programme development and implementation, including conflict sensitivity;
Experience in managing politically sensitive situations;
Experience and knowledge of civil-military cooperation,
Demonstrable experience of group facilitation and mentoring stakeholders, with a track record of designing and leading training workshops and mediated interventions;
Knowledge of relevant methods and thinking for assessing the impact of conflict prevention and peace building initiatives;
Ideally speak Arabic with extensive experience in the region, if not specifically in Iraq
