Aviation Security Coordinator and CTEN Support Officer

Job Description (Roles and Responsibilities)
The British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Aviation Security Coordinator and Counter Terrorism and Extremism Network (CTEN) Support Officer, Grade – B3 (L).

Purpose of the job:
To support the Aviation Security Liaison Officer in building and sustaining relationships with the host government in Jordan and other key stakeholders in order to help deliver core objectives of improving aviation security standards in-country (70%).

The officer will also support the Near East and Gulf Hub of the Counter Terrorism and Extremism Network (CTEN) in developing and driving forward Counter Terrorism and Counter Extremism activity across the region. They will support the Hub in the drawing together of HMG’s current and planned future Counter Extremism work into a more coordinated and cohesive approach (30%).

Main Responsibilities:
• Aviation Security Coordinator:
The post holder will manage the ASLO Office, working closely with Corporate Services, DfT colleagues in London, the Host Government(s) and other countries’ aviation security teams as well as airlines and security companies.
As part of their responsibilities, the post holder will assist in managing a portfolio of aviation security projects (that will include aviation security training, staff mentoring and the provision of security equipment). The Officer may also be required to provide aviation security advice to key stakeholders.

- Providing effective and efficient office support to the ASLO and Regional Manager including: including record keeping; organising meetings/events; drafting of Note Verbales and other formal correspondence;

- Leading on all administrative procedures: processing incoming and outgoing post as well as telephone and email enquiries;

- Ensuring DfT expenditure records in-country are kept up to date and in line with FCO and UK DfT processes; manage any Programme budget, and office expense reconciliation

- Initiating project proposals and taking responsibility for their planning, financial management and delivery;

- To help manage, implement and evaluate ASLO aviation security projects on a timely basis in the Region;

- Monitoring, assessing, evaluating and reporting on local aviation security standards and procedures (particularly during or following capacity building assistance);

- Monitoring and assessing local media and other sources for news and developments in aviation security;

- Providing advice and briefing to key stakeholders on aviation security matters in the region;

- Providing cover and links to the ASLOs when on leave/official business;

- Translating and interpreting between the local language and English may be required.

In addition to this, the Postholder will provide support to the CTEN Hub Head and Regional Officer as well as supporting the coordination of the hub more broadly and the wider network.



• CTEN Support Officer:

Specifically, the Postholder will work closely with the Head of the Hub and others to:

- Support the development and embedding of the network within the Embassy and across the region; specifically by collating relevant information such as research papers, emails and notes and distributing them accordingly.

- Supporting the CTEN hub devise, plan and organise country specific and regional meetings/events;

- With full support from the Hub, develop own knowledge of Counter Extremism and HMG’s efforts across the region in order to provide contextual (as well as organisational) support to the Regional Officer.

- Work permitting, there may also be potential to develop project based skills and experience.

Essential qualifications, skills and experience


Essential:
• Fluent communication skills in English and Arabic language (both written and spoken, this will be tested).
• The successful candidate will be organised and able to plan and successfully manage the two distinct aspects of the role based on work load and ability to prioritise accordingly;
• Candidates must be politically astute and able to identify, develop and manage key relationships to achieve UK Aviation Security objectives in the region;
• Good communication and proven stakeholder skills are therefore essential;
• At least 2 years of experience in a relevant field (project management/budget management etc, preferably in a bilateral or multilateral agency).
• Candidates should also have the ability to think logically/laterally, project manage and be able to display sound judgement and common sense;
• Proven team working skills;
• Management of budgets.
• Excellent IT skills including Microsoft Office applications such as Excel, Word, Outlook.
Desirable qualifications, skills and experience


Desirable:
• Willingness and ability to travel. There is a requirement for a small amount of travel around the Host States and/or the region and potentially to London to attend the ASIO divisional meeting;
• The Officer may be occasionally be required to represent the ASLO and the DfT at meetings with senior personnel;
• Previous diplomatic experience.
