Senior Ammunition Technician (Stockpile Management) - Latin America

HALO has been active in Latin America since May 2009. Our mission is to work with regional governments as part of security sector reform programmes and in the wider humanitarian mine action sector. We aim to provide support for the clearance of the debris of war, disarmament and stockpile management. Subject to funding, we are currently seeking an enthusiastic and qualified individual to oversee the work of PSSM teams across the Latin America region, including Honduras, El Salvador, Guatemala and Colombia.




Ammunition Technical Officer will work under the direction of the Regional Director in support of individual country goals. The successful candidate will be responsible for managing an monitoring HALO’s activities in the field of Stockpile Management and Explosive Ordnance Disposal to ensure that the programs are on target to deliver contractual obligations, specifically:



Evaluating and quantifying host nations stockpiles and identifying weapons and ammunition for disposal
Providing technical assistance to HALO technical specialists and host nations law enforcement agencies to ensure the correct segregation of ammunition by hazard divisions and categories
Mitigating the overfilling of ammunition stores and armouries
Planning and conducting national capacity training on the safe and secure storage of ammunition as required
Supervising the safe transportation and storage of ammunition
Ensuring that standards are maintained across all operational activities and events
Helping undertake assessments of new countries with a view to establishing additional programs
Develop training packages and regionally orientated standard operating procedures
Reviewing explosive storage arrangements on programs and advising on measures to bring conditions into line with International Ammunition Technical Guidelines (IATG) and International Mine Action Standards (IMAS) guidelines




Additional duties will include:
Discussing the project and national capacity training needs with the Project Manager and Regional Director
Familiarisation with in-country EOD and operating procedures, particularly any restrictions which are unique to each country project
Conducting or managing EOD tasks when necessary
Establishing levels of staffing and the minimum qualification required for each level of field supervision for ad hoc tasking
Monitoring the quantity and state of host nations explosive resources in-country and making recommendations to the Regional Director for additional activity investment
Reviewing existing host nation explosive/ammunition storage and accounting procedures and assisting in their monitoring and improvement
When not participating in PSSM activities, assisting the Regional Director.


REQUIREMENTS
Proficient in spoken and written Spanish preferred
Trained Ammunition Technician with at least 3 years’ experience
IMAS Level 3 or 3+ Explosive Ordnance Disposal competence
Technical knowledge – comprehensive understanding of the principles behind storing and processing ammunition in base depots or field storage sites at home or on operations
Communication Skills – strong spoken and written communication skills
Creativity and Innovation – strong analytical and problem-solving skills and ability to handle a range of management and coordination issues
Ability to Learn and train others – willingness to keep abreast of new developments, train others and work through interpreters
Experience working in and living in harsh and remote environments, and in close proximity to others
Good IT skills are essential
Military background beneficial

Start Date: The successful candidates should be ready to deploy in early 2018
