Position Purpose
The DRC Security Manager will provide day-to-day leadership and management in safety and security matters that impact, or have the potential to impact, Food for the Hungry (FH). The position holder will ensure that FH DRC Security policies and procedures are well-known and embedded within all activates, while devising and implementing an associated Security Training plan. The Security Manager will, at all times, promote the safety and protection of office property and personnel against security and safety incidents.
Responsibilities

Key Result #1 – Update, train, monitor and evaluate implementation of the security plan (40%).
1.
Review and update security plans on a quarterly basis; to include risk assessments, SOPs and contingency plans;
2.
Develop, implement, train staff and monitor compliance to standard operating procedures;
3.
Conduct post incident analysis and advise on adjustments to procedures if needed;
4.
Conduct trainings and schedule drills that include: driver safety, travel, communications, emergency response, security and other related topics;
5.
Submit all incident reports to the Country Director and Global Security;
6.
Develop and conduct security inductions for all incoming staff;
7.
Conduct security briefing for visitors;
8.
Monitor compliance to FH’s MOSS and duty of care standards;
9.
Devise strategies and tools for enabling safe programming and access to beneficiaries;

Provide leadership and guidance on safety and security matters;
11.
Assist program Managers with feasible solutions of compliance for security protocols;
12.
Coordinate with the Deputy Chief of Party to ensure security protocols are adhered to in regular programming.
Key Result #2 – Assessment and analysis (40%).
1.
Monitor and analyze threats and advise leadership of mitigation and response options;
2.
Conduct program specific security assessments on an ongoing basis;
3.
Conduct assessments before staff travel to a program area;
4.
Provide verbal and written security briefings to staff.
Key Result #3 – Network (20%).
1.
Network with NGOs, International Organizations and other security and government personnel for the purpose of information sharing and threat mitigation.

Certified in first aid and CPR desired;
Proven program leadership, management, project planning, organizational, interpersonal, communication, and security management skills;
Basic knowledge of HF radio communications, satphones, and cell phone burst messaging;
Experience developing and implementing NGO safety and security policies and procedures;
Demonstrated ability and desire to train and build capacity of expatriate and national staff;
Must be willing to work for extended periods of time in challenging and rigorous conditions;
Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support;
Ability to travel up to 50% of time per year in the US and internationally, to insecure countries or locations, and to project sites within DRC on rough roads and waters.
Education and Experience: Bachelor’s degree (B. A.) from four-year college or university; five years related experience; Preference for work in security or safety, preferably with an INGO, law enforcement, military, or in emergency response; Certificate in psychological first aid or trauma care is desired; or equivalent combination of education and experience.
Supervisor Responsibilities: Directly supervises staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.
Language: Proficiency in spoken and written English. Fluency in French or Swahili language is required. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
