Background:
The purpose of the Iraq Governance, performance and Accountability (IGPA) project is to
support the Iraqi Government to shore up fiscal stability while rapidly and visibly improving service delivery. The project aims to build capacity for Iraqi government service delivery, improve governorate and national government public financial management, and strengthen monitoring and oversight of service delivery and public expenditure.

Overview
Considering the challenging security landscape with varying risks such as: terrorism, crime and civil unrest, DAI requires a low profile and flexible risk approach to mitigate the above identified security risks and enable project implementation. In consultation with the DAI Country Security Manager the Project Security Specialist (PSS) will ensure the implementation of established project security policies, plans and SOPs.

Specific Objectives and Duties:
The Project Security Specialist (PSS) will assist the Country Security Manager (CSM) with day to day security operations, information gathering and security approach and strategy decisions. He/she is also serves as the focal point for CCN staff security concerns, as well as mentor and supervise the Hub Security Coordinator/s.

Key areas of responsibility
• Reports to the CSM on all Security related matters within the project and country wide.
• Provide timely on the ground intelligence and relevant security posture suggestions.
• Ensure regional office compliance with security policies and plans.
• Research and identify emerging regional threats and risks, and develop threat/vulnerability analysis to supplement preparedness, avoidance, response and evacuation plans.
• Provide daily briefings and updates as necessary to include areas to be avoided in the IGPA area of operation.
• Provide accurate and up to date verified security information through a cultivated network of confirmed sources;
• Assists CSM with translation when in meetings with local national security officials and other in country security platforms.
• Assist CSM with training of all security and logistics staff, as relevant.
• Liaise with all relevant Agencies including, Government Departments, Iraqi security forces, Government Agencies/Local Authorities/within the scope of the project and country wide; Including the Security Coordinators within the project hubs.
• Ensure compliance with project defined methodology for the collection, analysis and dissemination of security information gathered from contacts.
• Act as a regular link between the Security Unit the IGPA Operations Team.
• Maintain contact with his/her supervisees/Security Coordinator/s on a regular basis.
• Process Security Clearances for IGPA area of operation travel, coordinate and track local staff/vehicle movements as well as advise all national staff on matters of security.
• Provide pre-departure and arrival briefings to traveling CCN staff.
• Disseminate up-to-date Security Situation briefs to all DAI local staff.
• Serve as acting country security point of contact in the CSM’s absence.
• Conduct routine investigations and security assessments to ensure staff safety and compliance with DAI project and global security policies and procedures.
• Conduct routine security surveys of office and residential areas and premises when and as directed;
• Conduct investigations and prepare incident reports as needed and directed.
• Identify training needs and liaise with the CSM, for the provision of training;
• Establish a professional, informative and flexible relationship with all IGPA staff, clients, partners and beneficiaries.
• After hours support when security situation requires.
• Perform other security related duties as assigned.

Reporting Lines
• Reports to DAI Iraq Country Security Manager (CSM)
• Supervises Regional Hub Security Coordinator/s

Qualifications
a. Education: A high school diploma at a minimum. Bachelor’s degree in security studies, political science, international relations or another relevant field, preferred.
b. Experience: 3-5 years of security experience with security operations in Iraq through international or local security companies (in a specialist or management level function), local police forces, military or security management positions with INGOs or UN agencies. Experience working with government security institutions and private security providers. Experience working with donor funded programs is a plus.
c. Languages: Arabic and English. Knowledge of Kurdish is a plus.
d. Computer Skills: versed in MS office including word, power point and excel.
e. Personal Skills: good analytical and presentation skills in writing and verbally, in English and Arabic. Networked and able to provide support in Baghdad, Erbil and Basra as well as other areas as assigned. Ability to communicate clearly, concisely and effectively with security staff and non-security staff alike. An acute understanding of low profile tactics regarding all facets of security operations as applicable in the varying operating environments in Iraq. Ability to problem solve and lead in high stress environments.
