Context:

In its commitment to preventing and resolving displacement, the International Organization for Migration (IOM) undertakes a range of programming related to preventing and addressing causes and consequences of conflict as drivers of forced displacement, including work in the areas of peacebuilding, conflict prevention and mitigation, security sector reform, reintegration of ex-combatants, community stabilization, socioeconomic recovery and solutions to displacement. These efforts relate closely to the work of the UN’s peace and security pillar, and specifically the new resolutions A/RES/70/262 and S/RES/2282, which outline a new ambitious UN reform agenda and approach for peacebuilding that focusses on strengthening the UN’s ability to prevent the outbreak, escalation, continuation and recurrence of violent conflict. IOM is committed to advancing this agenda by incorporating the New Way of Working (NWOW) and ensuring that comprehensive approaches are adopted before, during and after conflict in support of global efforts to strengthen the humanitarian, development and peace nexus. To support this area of work, IOM is seeking to recruit a Programme Officer (Peace and Security) to provide liaison and policy support to IOM’s work and institutional engagement on peace and security.

Under the overall supervision of the Director of the IOM Office to the UN in New York, in close coordination with the Department of Operations and Emergencies (DOE) / Transition and Recovery Division (TRD) in Geneva Headquarters (HQs), and under the direct supervision of the Senior Policy and Liaison Officer (Humanitarian Affairs) based in New York, the successful candidate will support institutional liaison, coordination and policy development on the intersection of conflict, peace, security and migration within the wider framework of IOM’s work

on preventing and addressing forced displacement and sustaining peace.

Core Functions / Responsibilities:


Follow and report on key developments with regard to the UN peace and security agenda; track discussions in New York and make recommendations to relevant IOM departments and divisions in relation to policies and programmes to further the impact and relevance of IOM work on peace and security.


In coordination with the Migration and Development unit in NY Office, track the UN reform process around the peace and security pillar as it relates to IOM’s efforts to institutionalize and operationalize the Organization’s mandate on ‘sustaining peace’.


Follow and support preparations for the UN Joint Steering Committee to Advance Humanitarian and Development Collaboration, represented at principle’s level on the humanitarian, development and peace nexus.


Monitor and track IOM’s initiatives and contributions to the implementation of Security Council resolutions on women and youth, including SC Resolutions 1325 and 2250; provide inputs to relevant reports, including those of the Secretary-General, highlighting IOM’s policy and programmatic contributions to ensuring the inclusion and empowerment of women and youth in peace operations and peacebuilding initiatives. Act as focal point for ‘youth and peace building’ working group.


Support DOE / TRD efforts to integrate elements of peace and security across relevant IOM strategic planning processes, policies, trainings, analysis, assessments, programmes and activities.


In close coordination with the respective programme departments at HQ, track and oversee progress and activities of UN peace operations, including liaison with the Peacebuilding Support Office (PBSO) and the Department of Peacekeeping Operations (DPKO), with a focus on strengthening institutional partnership and tracking opportunities for funding and collaboration; specifically, track the work of DPKO Office of Rule of Law and Security Institutions (OROLSI) and stay abreast of key developments and discussions of relevance for IOM.


Monitor and partake in the work of the Sustainable Development and Sustaining Peace Results Group (co-chaired by UNDP and PBSO); support the development and review of work plans and outputs of the Results Group; prepare and coordinate organizational inputs on key policy issues related to the work of the group; and represent the Organization in key events and meetings related to the work of the group.


Assist with donor outreach and engagement, including working with thematic areas and relevant missions on upcoming funding opportunities with the United Nations Trust Fund for Human Security (UNTFHS).


Stay abreast of emerging issues and challenges related to the UN Prevention Agenda as well as relevant elements of the Sustainable Development Goals and other related global processes.


Represent IOM in peace and security-related inter-agency meetings, conferences, and other relevant fora in NY, including the UN Department of Political Affairs and specifically coordination and liaison with the Electoral Assistance Division. Act as focal point for the peace-building commission.


Track progress and activities relevant for IOM’s work and interests related to counter-terrorism, countering and preventing violent extremism within the UN system in New York; monitor and report on the meetings, activities and priorities of the UN Counter-Terrorism Executive Directorate (UN CTED), the UN Counter-Terrorism Implementation Task Force (UN CTITF), related structures such as the Inter-Agency Task Force on Boko Haram, and relevant working groups in New York; act as focal point for, and coordinate closely with the IOM CT / CVE Task Force at Headquarters in Geneva; seek guidance and regular updates from the respective HQ divisions, DMM/IBM for counter-terrorism matters and DOE/TRD for countering and preventing violent extremism, and represent HQ positions as required.


Identify staff training opportunities within the UN system and through associated organizations relevant to the peace and security portfolio, and provide recommendations for improving IOM’s global capacity in peace, security and other transition programming.


Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Familiarity with programme formulation, implementation and evaluation of peace and security-related programming, including legal or policy formulation, community-led socio-economic recovery programmes, local governance, government-citizen engagement and dialogue, security sector reform, stabilization and ex-combatants reintegration; strong knowledge of peace, security and development frameworks;

• Experience in interfacing with governmental and diplomatic authorities and donors, as well as with both local and international partner institutions and NGOs;

• Experience contributing substantively to policy development processes, serving as an institutional liaison, including tracking and reporting on developments and discussions, representing institutional interests, and providing timely reporting to relevant internal stakeholders;

• Experience at an international level with specialized international agencies (United Nations Agencies, International Organizations, and International Non-Government Organizations) required;

• Experience in organized collaboration and communication with colleagues operating in diverse contexts, across multiple time-zones, and functional areas required;

• Experience in complex crisis operations, including conflict and post-conflict situations preferred.

Languages

Fluency in English is required. Working knowledge of other UN languages is an advantage.
