Job Description (Roles and Responsibilities)
The British Embassy in Podgorica is part of a world-wide network, representing British political, economic and consular interests overseas and is seeking a Security Manager. The jobholder will be responsible for the physical and protective security of Embassy properties and personnel in accordance with Post guidelines.
Main roles and responsibilities:
Security of all Staff & Property (60%):
To control access to Embassy/Residence;
To carry out search procedures of persons, vehicles and mail in line with States of Vigilance;
Regular patrols of the Embassy and Residence grounds;
Report to the ROSM/PSO incidents of interest and emerging situations which may affect security;
Maintain all appropriate security logs;
To maintain and correctly use all security equipment to the required standard;
To manage / act as intelligent customer of guarding contract and alarm contract;
To ensure that all Guards carry out their duties effectively;
Ensure adequate security arrangements at Embassy/Residence and external events;
Maintain liaison with MFA, Airport security, Police, other security organisations and friendly missions;
Brief all new staff on Post Security Regulations;
Review and update Post Security Regulations every six months in discussion with PSO;
Member of Post Security Committee;
Lead on visits by ROSM / Overseas Security Advisor;
Responsible for opening and closing the Embassy.
Corporate duties (35%):
Line Manager for security guard and embassy driver, to include: development of staff, regular feedback and follow the recognised performance management Appraisal cycle;
Coordinate Post transportation/drivers schedule;
Lead role for Health and Safety (H&S) issues at the Embassy, including implementation of the H&S recommendations and H&S briefing to new staff (inc. how to report accidents);
Oversight of Fire safety management;
Building Incident Coordinator (BIC), responsible for organising (annual) practices of emergency response drills, for taking charge of an emergency incident (e.g.: fire evacuation, bomb threat, etc.) and act as the single point of contact for security, fire wardens and the emergency services;
Working knowledge of Embassy functions when dealing with public such as Consular customers and phone enquiries;
Carryout Bank escorts duties, as and when required by the CSM;
Ensure that the Guardhouse operates in an efficient manner, maintaining order and cleanliness at all times;
To be correctly dressed for duty at all times;
First Aider;
Back-up driver.
Crisis management (5%):
To maintain and act upon all communications, such as Radio, IT, telecoms;
Carry out monthly check of Satellite phones including non-consular crisis equipment and provide staff training on satellite phone use;
Member of Post crisis response team covering security and logistics.
Essential qualifications, skills and experience
Excellent oral and written English and Montenegrin;
Proficiency in the use of MS Word, MS Excel, MS Outlook and Internet;
Adaptability, flexibility, pro-activity, excellent team-working skills and ability to work under tight deadlines;
Driving licence.
Desirable qualifications, skills and experience
Knowledge of security matters;
Previous work experience for international organisations;
Knowledge of the Montenegrin society;
3 years of previous management experience.
