Security Coordinator , Mosul Iraq

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Field Manager Mosul (Dotted line Sec Director CO)

KEY AREAS OF ACCOUNTABILITY :

Specific Duties:

Facilitation of Operational Access for Humanitarian Activity
Fully understand and support the implementation of the SCI Iraq’s safety and security related manuals and documents including ensuring and monitoring staff’s knowledge and adherence to policies and procedures.
Keep up to date with all policies relating to check points and border crossings to ensure humanitarian access in not compromised or prevented
Ensure relevant access paperwork is updated and submitted in a timely and correct manner
Liaise with actors in area (military, government, etc.) for SCI access and work permission
Ensure that all vehicles paperwork is current Liaise with the Logistics/Supply Chain/Fleet officer to manage/coordinate, particularly to coordinate for project activity implementation



Coordinate safety and security within the Mosul Field Office
Support the Field Manager and Programme Managers and Coordinators to implement routine and special staff learning / training including for incentive staff inside Mosul
Ensure the safety of the team movement and overnighting in program areas
Assess areas for team safety to conduct programs in conjunction with Safety and Security Director
Direct team to safety if area becomes unsafe
Test emergency communication systems/behavior quarterly, analyze results and ensure improvements if needed
Support the development of Mosul SOPs including evacuation routes with the Safety and Security Director
Undertake routine security checks of Mosul based infrastructure such as the office and ensure appropriate security procedures/equipment are in place
Share relevant security updates with the Mosul Field Manager and Mosul team

QUALIFICATIONS
Bachelors degree in a related field or 3-5 years related experience in managing / supporting safety and security related operations
Fluency in English and Arabic, Kurdish and Turkman Useful.
Flexible working attitude and work well under pressure in a fast paced environment

EXPERIENCE AND SKILLS
Minimum 1 year security management experience in international humanitarian, military or police setting.
Excellent working knowledge of threat assessment, risk mitigation and ability to work on acceptance strategy at all levels.
Advanced level of understanding of various communications technologies, including VHF and HF radio systems, satellite phones, cell phones, etc.
Solid organizational skills and the ability to work independently and time manage
Willingness to work some weekends and longer working hours when necessary
