POSITION DESCRIPTION

The position of Safety Coordinator is a transversal position that supports the implementation of all our projects in CAR. However, a particular contribution will be expected on the RRM (Rapid Response Mechanism) project which may involve the deployment of teams outside the IS zones, as well as on the EHA mobile teams project for the rehabilitation of water points and the realization of manual drilling (new project for 2018).

The Security Coordinator does not directly supervise teams, but is in a functional link on security and access with the Liaison Officer (national, newly recruited, covering the areas of Kabo and Kaga Bandoro), the Field Coordinator and if necessary the Logistician Base (for operational security). The Security Coordinator supports program teams, including the RRM, in the development and implementation of security management procedures for deployments outside IS intervention areas. The Security Coordinator is also actively involved in training national and expatriate teams in security analysis and management.

RESPONSIBILITIES AND MAIN ACTIVITIES OF THE POST / POSITION CHALLENGES:

The challenge of the position is to enable SI to gain in operationality and humanitarian access, through (i) a better contextual analysis, (ii) risk management procedures adapted to the risks but which allow the teams to remain operational and reactive, and (iii) better management of security incidents that do not have a lasting impact on the presence or operational capability of IS over an area. It is for SI to give itself the means to remain a front-line player in CAR.

The Security Coordinator supports the Head of Mission and the Field Coordinators in the security and contextual analysis, and the implementation of security management procedures. Through better monitoring and security analysis, and procedures adapted to risks, the Security Coordinator contributes to improving the working conditions of the teams but also access to the affected populations.

As such, he / she:
Contributes actively to humanitarian watch and contextual analysis;
Assist in the development and updating of security rules adapted to the risks;
Supports the HOM in security incident management;
Actively participate in the development of a country access strategy;
Assists the HOM in external representation related to security;
YOUR PROFILE
Background generalist or in a sector related to security management (example: Logistics related to operational security)
At least 2 years experience in the humanitarian sector for an NGO
Mandatory prior experience in security management in difficult contexts
Prior experience in negotiating the appreciated humanitarian access

Skills and technical knowledge:
Mastery of security management concepts and tools (including actors mapping);
Mastering the concepts of acceptance, humanitarian access, and "do no harm";
Master of International Humanitarian Law and humanitarian principles;
Demonstrated ability to represent the organization and defend the interests of SI;
Taste for teamwork and attractiveness for people's capacity building;
Organizational and prioritization skills;
Communication skills and external representation (for access negotiation)
Big work capacity and resistance to stress;
Availability, flexibility, autonomy;
Strong adaptability
Knowledge of the Central African context appreciated;
Accustomed to working in a politically and securely unstable environment.


IF YOU WILL OFFER THE FOLLOWING TERMS

Salaried position: from 2310 euros gross per month, according to experience, (2100 basic salary plus 10% paid holiday premium paid monthly) and Per Diem monthly 320 000 CFA.
SI also covers the cost of accommodation and travel expenses between the expatriate's country of origin and the place of mission.

Social coverage: The expatriate benefits from a quality social cover to cover all health costs and accident insurance including war risks.

Break: During the mission, work - rest alternation is ensured by breaks scheduled every three months. On the basis of a one-year mission, the expatriate will take a break of one week to 3 and 9 months of mission (with a participation of 500 euros paid by SI) and a break of 15 days to 6 mission month (with support for the return ticket between the mission and the place of residence).

LIVING CONDITIONS :

The Central African Republic is today one of the most dangerous countries in the world for humanitarians. Incidents directly affecting aid workers have been steadily increasing since 2015, reaching an average of 43 incidents per month in 2017. The main risk for NGOs today is the robbery, on the basis or on the axes, of a criminal nature. This security context affects both the living and working conditions of expatriates and national staff, as well as the implementation of activities (regularly suspended following security incidents).

Bangui is a medium-sized, very green city, with a fairly low density, where traveling is easy. The city is bordered on the south by the river Oubangui, on the banks of which there are bars, terraces and sports equipment: swimming pool, tennis and squash courts, a gym ... In general, it is a pretty quiet city ; even if we must bear in mind the general fragility of the Central African context and the possibility of a deterioration of the security situation even in Bangui (scenario unlikely today but volatile context).

It is possible to find a lot of French products in the big supermarkets of Bangui, but at a relatively high price. There are many restaurants (French cuisine, Lebanese, Chinese, and of course African) in which it is allowed to go the day and evening, respecting curfew currently set at 23h (but likely to evolve). Some restaurants also deliver at home. The large number of NGOs based in Bangui greatly facilitates social life (evenings every weekend).
