The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position.
Task Identity

The Senior Security Advisor is responsible for the development of an effective security system for ICMPD and the implementation of safety and security for all ICMPD staff and experts, assets and facilities globally across all activities, regions and project locations of ICMPD.

Based on assessment of risks and threats at various ICMPD project locations, the Senior Security Advisor establishes and updates a security management system covering appropriate and effective security standards, mechanisms and procedures for staff, residential and facility security. Working closely with the Regional Coordinators and the Heads of the ICMPD Project Offices, and regularly travelling to all ICMPD project locations, s/he oversees the implementation of the security systems locally introducing adjustments commensurate to the changing risks in the location.

The Senior Security Advisor keeps updated on developments related to risk environments in ICMPD programme countries, assesses emerging situations for risks and threats and promptly advices on appropriate decisions and action. S/he establishes an emergency communication system and advices all personnel in emergency situations and coordinates activities during security incidents and emergencies.

The Senior Security Advisor develops training materials as well as plans and conducts security training to ICMPD staff. S/he ensures that country-level staff receive necessary information and are trained to implement Standard Operating Procedures (SOPs) and to use security equipment. S/he ensures an adequate level of security awareness among the ICMPD staff and distributes security information and briefs staff on security in preparation of activities and travel.

The Senior Security Advisor maintains a network and collaborates with a range of external partners across all programme countries such as security services and other authorities and the UNDSS, UN agency or UNDPKO Mission security personnel and security personnel of other international organisations and embassies linking ICMPD to country level security management mechanisms.

Reporting to the Head of People Management and Organisational Development, the Senior Security Advisor works under the overall guidance of the Director General and Deputy Director General, and in close collaboration with the Directors for Migration Dialogues and Cooperation and the Brussels Mission, Regional Coordinators and Heads of Project Offices on staff safety and security as well as the Regional Resources Management Officers and Project Office Administrative Officers on facility and assets security.
Duties and Responsibilities

1. Establishment and development of a security management system:
Acquire understanding of ICMPD projects and conduct a comprehensive assessment of risks and threats of operations in countries and locations where ICMPD projects and activities are implemented (with priority to special risk countries) covering staff, experts, travel, residential security, facilities and assets and including travel to project sites.
Design a methodology for assessment applying industry best practices and taking into consideration existing methodologies and assessments. Identify and assess potential risks and define risk mitigation measures per country/risk category. Update assessments upon changed risk/threat situations.
Design and prepare country specific security plans that enable project operations without compromising ICMPD staff security and safety. Develop and outline procedures and guidelines for staff and experts, facilities and residential as well as vehicle and assets security. Develop contingency plans and country-specific SOPs as necessary.
Develop and establish organisation-wide security-related standards, normative documents and guidelines, security processes and Standard Operating Procedures (SOPs). Explore existing security systems (such as those developed by UN) and align as applicable.
Develop and establish organisational roles and accountabilities/responsibilities for security for implementation of the ICMPD security system. Establish security focal points and create warden-mechanisms - as appropriate in the security context. Define and operationalise escalation procedures and guidelines.
Develop organisation-wide mechanisms and procedures for management of special security incidents (based on the global risk analysis and mitigation plan) such as natural disasters, hostage situations, evacuations (including medical evacuation). Ensure that a methodology for Rapid Risk/Threat Assessments is in place and is applied in case of emergencies.
Establish a security communication system. As required streamline with, and incorporate into, existing country level systems such as the UN Security Emergency Communications System.
Advice on development of an ICMPD business continuity plan.

2. Management of the security system and response to security emergencies and

incidents:
Establish security as an integral part of ICMPD´s project planning and budgeting processes. Keep informed of plans to deploy new operations and staff and ensure that staff and assets related risk and threats are being addressed – as applicable - from the outset of the planning and resourcing processes.
Oversee implementation of the security system throughout the ICMPD and its projects during operational phases.
Establish and cultivate effective networks and working relationships at the country level with security officials of international organisations, particularly the UN, and programme country security services for obtaining security information and implementing security assessments and measures.
Develop and maintain a close collaboration with the UN Department of Security and Safety (UNDSS), UNDPKO Mission Security Officials and security staff of major UN agencies (UNICEF, UNHCR, WFP). Coordinate implementation of country-level security systems with the objective of benefiting of the established mechanisms. Establish and maintain coordination with UN SMT at the country level as applicable (in high risk countries).
Coordinate a system for a 24/7 coverage of, and response to, security incidents and emergencies.
Promptly analyse and assess security-related emergencies and incidents by acting as the first point of call for designated security focal points. Immediately inform the Director General and other relevant decision-makers, develop response, advice on decision-making and take immediate action to implement decisions.
During emergency situations and incidents, maintain communication and consultation with relevant actors and ensure that action is taken according to most reliable available information and best judgement.
Implement evacuation promptly by activating procedures in collaboration with local security actors and the UN as appropriate.
Immediately report on all security related incidents involving ICMPD staff and experts, and eligible dependents to the Director General and designated ICMPD security focal points.
Take immediate action to investigate security incidents working closely with the programme country authorities in effort to ensure that ICMPD staff, facilities and assets are protected and that appropriate action is taken immediately.
Provide advice on selection of office facilities and staff residences and on procurement of appropriate equipment (vehicles, radio and satellite communications equipment etc.).

3. Security training, security information management and communications:
At all times, maintain updated information of the number and status of ICMPD staff at all locations.
Work closely, supervising the implementation of the security systems and risk mitigation plans, with the Reginal Coordinators and Heads of Project Offices. Build capacity of ICMPD managers to implement security and provide expert support and advice. Exchange security-related information and brief on issues.


Oversee implementation of facility and assets security and safety with Regional Resources Management Officers and Project Office Administrative Officers.


Provide timely and accurate security advice to ICMPD Security Focal Points. Promptly provide relevant security information and updates to ICMPD project managers in HQ and field. Prepare security advisories to update staff on developments of the security system.


Design and conduct security trainings for all staff based on their specific roles and needs. Provide inputs to induction training. Conduct security briefings to staff. Provide heightened security awareness training as required in countries facing security risks.


Provide security briefings to HQ staff prior to travel as required.


Ensure that ICMPD staff are trained in the use of safety and security equipment, including fire safety, communications equipment and vehicle emergency equipment as applicable to their work. Prepare and distribute guidelines and demonstrations.


Perform any other duties as required.
Key Results
A security risks/threat assessment methodology in line with industry best practice established and assessments conducted upon changed risk and threat situations at all ICMPD operative locations.
Country specific security plans and risk mitigation measures developed based on risk/threat assessments, reviewed regularly and updated upon changed risk and threat situations (with priority given to special risks countries).
A comprehensive security management system covering normative documents, procedures (SOPs), guidelines and systems as well as security management roles and accountabilities developed and implemented ICMPD-wide.
Security incidents and emergencies promptly analysed, appropriate decision taken and quick action implemented using most accurate available information, best judgement and in consultation with the ICMPD Director General.
Wide networks maintained in all ICMPD programme countries for obtaining information and collaboration on security management.
Capacity of ICMPD regional and country level staff to manage security created.
ICMPD staff security awareness sensitised and staff trained in security and safety.
Security information accurate, timely and adequately disseminated.
Essential Qualifications

Education:
Master´s degree related to the area of work or a formal multi-year training in security management such as military and police Senior Command and Staff College qualification with senior level command experience.

Experience:
A minimum of 8 years of relevant to-the-position work experience in security management in international organisations and/or NGOs, including at team management level.
Experience in working in a senior security management role in UN system at the country level is a distinct asset.
In-depth experience in developing and implementation of security management systems and conducting risk/threat assessments and formulating mitigation measures.
Experience is working in a conflict or crisis environment is a requirement.
Proven experience and ability in dealing with senior military and intelligence counterparts and national law enforcement agencies.
Experience in international context.

Knowledge, skills, abilities:
Knowledge of disaster risk management, hostage incident management, evacuation management and rapid risk/threat assessment is required.
Knowledge of country-level collaborative security mechanisms (UN security system) is a distinct asset.
Proficiency in (verbal/written) English, proficiency in a major EU language, Russian, or Arabic is an asset.
Excellent communication skills, adaptability and flexibility.
Good organisational skills including managing conflicting priorities and working with tight deadlines.
Ability to work effectively with colleagues from different cultural and professional backgrounds.
