The post is based in Nouakchott, with frequent travel to all offices and project sites throughout Mauritania.

The security situation in Mauritania requires a security officer with analytical capabilities to function as the principal advisor to the representative on all matters pertaining security of personnel (and eligible dependents), assets and operations in accordance with UN and UNICEF Security Management Systems.


Purpose

Under the supervision of the Chief of Operations, the position is established to provide Security support and situational analysis to UNICEF Country operations in Mauritania and to actively contribute to effective decision making and planning required in complex security environments and through this, provide a value for money approach to UNICEF Security Risk Management in country. The incumbent will assist also the country representative in ensuring full compliance with UN and UNICEF security management system standards and requirements.


Roles and responsibilities


As part of the country management team:


Provide the country representative and heads of units situational analysis, advice and guidance in all security matters related to the implementation of UNICEF mandate and programmes in Mauritania.
Gather, collect and disseminate accurate and timely security information to UNICEF personnel based on personal and professional network in order to assist operational decision making.
The analysis will include but is not limited to environmental, socio-economic and political factors that make geographical areas difficult to access and where this may have an impact on the delivery of UNICEF programmes.
As the country security officer:
Provide briefings, advice and assistance to all UNICEF personnel and dependents in Maurinatia in line current security policy.
Manage other security personnel employed in Mauritania, including locally recruited security assistants
Oversee the technical performance of outsourced security guard services.
Oversee the establishment of an effective and functioning communications system for security management within UNICEF
Oversee the UNICEF specific warden system for Mauritania.
Actively participate in professional fora such as the UN Security Cell
Liaise with partners and other UN agencies to contribute to a coherent approach to security risk management.
Plan, organise, coordinate and/or undertake security risk assessments when required in all locations where UNICEF personnel are present or activities are conducted.
Oversee and monitor the implementation of recommended mitigating measures, including compliance with UN system wide standards (Residential security measures (RSM), Minimum Operational Security Standards (MOSS) / Security Risk Mitigation Measures (SRMM).
Oversee and guide the utilisation of security funds
Conduct security related training for UNICEF personnel where and when required.
Oversee mission tracking


Any other task as required

Required skills, competencies and experience:

Qualifications:

A University Degree in a discipline related to Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security or Counter Terrorism.
Fluency in French and English is required.
Knowledge of another official UN language or a local language is an asset.


Experience:


A minimum of two years post-graduate experience is required.
Leadership experience in international and multicultural environments is highly desirable.
Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.
