Proposal Summary:**
The USAID/Mali Peacebuilding, Stabilization, and Reconciliation Project is a five-year program that is expected to improve prospects for long-term peace, security, and reconciliation by strengthening the positive resilience of communities working in partnership with their elected officials. Activities will include the development of early warning and response systems, support for scalable and sustainable community-driven peacebuilding, stabilization, and recovery efforts in conflict-affected areas and areas at risk of conflict, and efforts to address the needs of youth and victims of violence.

Position Summary:
The Security and Logistics Manager will work with the Chief of Party to assure the safety and security of MSI/Mali personnel. To do so it is imperative to carry out consistently reasonable security measures to protect MSI personnel, visitors, property and equipment. The Manager will report to the Chief of Party.

The Manager will be the primary point of contact for and advisor to MSI for security. In this role the SSA will work with the Chief of Party to review, implement and improve the existing safety and security policies and protocols in place; oversee security procedures for the office and residence compounds; gather and analyze security information; brief arriving personnel on security procedures and the changing security context; conduct briefings and hostile environment awareness training (HEAT); liaise with the U. S. Embassy Regional Security Officer (RSO) and the security officers of other organizations; and work with the MSI HQ Director of Global Safety and Security to review and update security procedures and training and emergency plans in the event of an attack or the need to evacuate expatriate personnel from the country.

The position will develop procedures for collecting and analyzing security information and performing the full range of safety, security and operational activities as follows:

Safety and Security
Liaise with the RSO and security officers of other USAID implementing partners, contractors and grantees, UN agencies, international NGOs and the government of Mali.
Brief newly arrived staff and consultants on the background of the conflict in Mali and MSI security policies and procedures.
Participate in periodic meeting with the program to evaluate risks and provide recommendations. This includes weekly meetings with the program and daily meetings if required based on progress and program requirements.
Provide timely and reliable information and analysis on the security and conflict context in the geographic areas to which MSI will deploy staff.
Maintain a database of security reports and incidents by USAID partners and others.
Monitor and follow up on all trips the program team makes to the field; Identifying: modes of transportation, vehicles used, routes selected, etc. Providing analysis of the different access routes to the areas of operation; analysis of potential lodging options for MSI staff traveling in the regions, and risk mitigation recommendations for individual sites as appropriate.
Through established rapport the incumbent will acquire, analyze and disseminate pertinent security information to USAID and MSI partners.
Specifically related to MSI the incumbent will:
Represent MSI at partner and NGO security meetings.
Brief new MSI staff and visitors.
Develop, enhance, and monitor security plans and training for MSI staff and consultants.
Provide guidance on MSI security procedures and policies and recommendations for MSI compound and residence security and emergency and evacuation plans and procedures.

Operations
The Manager will serve as a point of contact between MSI and USAID's implementing partners on matters relating to security. Additionally, the Manager shall maintain close coordination with other agencies in order to share and coordinate information. The Manager will also facilitate the flow of security-related information between USAID and MSI.

Training:
Assess needs and develop training programs for field operations in a high risk insecure environment for MSI staff, consultants, and visitors.
Research, organize and provide references and guidelines for effective standard operating procedures at the MSI office and residence compounds, and regarding safe transportation of personnel.

Personnel and Organization:
Evaluate safety and security requirements, both current and projected, and develop personnel and organizational strategy options in support of MSI's work in Mali.

Technical Expertise:
Integrate current information regarding risk assessment into field trips and operations throughout Mali.

Strategy Development:
Participate in the development of security strategies, structures, and procedures to enhance the safety and security of the MSI office and residence compounds.

Qualifications:
At minimum bachelor's degree and five (5) years of experience conducting security analyses in conflict countries; planning and managing security operations; and training and supporting sound security procedures and operations.
Knowledge of and previous security experience in Mali is preferred.
Ability to exercise sound judgement in crisis and emergency situations.
