General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Graduation from a recognized police training school
Negotiating and interpersonal skills
Ability to read and utilise maps
Ability to perform first aid
Regular, active police service experience
Very good oral and written English communication skills
Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses in relevant field and specialized subject area
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
Experience in working for a recognized law enforcement agency with a broad background in policing roles including in the field of Border Policing, Border Security and Border Management;
Experience in exercising of risk and needs analysis at Border Police sphere, including those applying to tactical and strategic levels as well as to cross-border frames;
Extensive experience in project management, including initiating, planning, formulating, managing implementing and evaluating relevant police projects related to Border Security;
Proven coaching, mentoring, facilitation and mediation skills;
Effective oral and written communication and presentation skills;
Cultural sensitivity and judgment;
Advanced problem solving and decision making skills and able to work on own initiative and with minimum of supervision;
Flexibility and ability to “multi-task” - working under pressure and within limited time frames;
Ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint).
Desirable:
Previous work experience with an international organization and/or experience in field missions within the reform of police in relation to enhancement of Border Policing and Border management capacities.
Tasks and Responsibilities
Under the overall guidance of the Chief of Police Development Unit and direct supervision of the Senior Police Advisor, the incumbent will be responsible for activities related to providing advice and assistance to local Police partners in Border Policing sphere at both central and field levels and will be:
Providing recommendations to the Mission’s, Department’s and Unit’s leadership on the analysis, development, implementation of the policing programmes/projects in the areas of Border Police;
Assisting the Ministry of Interior and other national counterparts in identifying and analysing the problems / needs / risks in Border Police sphere, proposing appropriate initiatives, plans, projects, course of activities to address them;
Advising and assisting the Ministry of Interior and other national counterparts in improving Border Policing - related strategies, policies and practices;
Organising, facilitating or participating in various events, such as Conferences, workshops, seminars, meetings, working groups, etc., aimed at improving police capacities to address existing border management-related problems and challenges;
Co-ordinating activities with concerned international partners to prevent duplication and overlapping; co-operating with colleagues from neighboring OSCE missions for the purpose of promoting the regional approach while providing assistance in Border Police sphere;
Participating in delivering training, coaching and mentoring to national police trainers on Border Policing-related subjects; facilitating the organization for/with local partners of practical exercises, including those of cross-border character;
Assisting in the implementation of other police affairs projects and initiatives of the Unit if needed;
Supervising the work of one national mission member;
At the discretion of the Chief of Unit, will perform other related work as assigned.
