Counter Narcotics Program Advisor

ATSG is seeking resumes for a Counter Narcotics Program Advisor to join the International Narcotics and Law Enforcement Affairs (INL) at the U.S. Embassy in Bogota, Colombia.
The INL program at the U.S. Embassy in Bogota is among the largest and most complex offices in the world. INL Bogota oversees developing strategies and programs to achieve international narcotics control, law enforcement, and justice foreign policy objectives. INL’s various programs supports the Colombian National Police and Colombian military efforts in cultivation, eradication, and narcotics interdiction, with the goal of stopping the flow of illegal drugs to the United States.
The Counternarcotics Program Advisor will support the Organized Crime and Counter Narcotics (OCCN) Division by assisting U.S. and Colombian partners to develop operational counternarcotics projects and improve implementation of OCCN programming. The Advisor will advise and assist the OCCN Division Manager in the planning, development, coordination, and implementation of counternarcotics projects, programs, and strategies aimed at building the capabilities of Colombian law enforcement and military forces to conduct interdiction, eradication, and organized crime investigations and operations. The Advisor will assist INL in ensuring its counternarcotics programs have a sustainable and strategic impact and will monitor counternarcotics and rural development planning and project implementation in Colombia, analyzing their effectiveness and suggesting improvements to include a priority focus on Colombia’s whole-of-government counternarcotics and rural development effort in zones of strategic concern, particularly as the effort expands to additional zones.

Required Qualifications:
U.S. Citizenship.
Secret Clearance (Active or Interim).
Bachelor’s degree from an accredited U.S. institution AND
Nine (9) years demonstrated professional experience.
Four to Six (4-6) years of demonstrated experience managing foreign or security assistance programs.
Demonstrated experience in:
Planning, developing, and managing long-term foreign or security assistance programs, including assessment, monitoring and evaluation;
Drafting related reports/documents, annual budgets, and strategic plan submissions;
Planning, strategizing, implementing and reporting on projects;
Drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials; and
Coordinating and working closely with the Department of State, the Department of Defense, United Nations and/or international community on foreign assistance or security sector development programs.
Demonstrated ability to work effectively with partner-nation counterparts, departments, and ministries to further program objectives, in a timely and concise manner.
Demonstrated superior interpersonal and analytical skills.
Demonstrated excellent oral and written English (4/4) and Spanish (3/3) communication skills.
Preferred Qualifications:
Demonstrated experience in policing, law enforcement, security, security sector reform, and/or counter-narcotics.
Demonstrated experience working directly for the Department of State.
Demonstrated experience cultivating networks of government officials and NGOs in context of program implementation.
Previous experience working in Colombia or other Latin American countries on law enforcement, counternarcotics, or foreign assistance programs.
Project Management Professional (PMP) or other similar certification.
Responsibilities—what your days will look like:
Support OCCN Manager in working with U.S. and Colombian counterparts to assist in developing and implementing a measurable and sustainable operational counternarcotics and rural development plan.
Under the direction of the INL OCCN Manager, and in coordination with the relevant stakeholders within the INL section working with the GOC, advise and assist INL sponsored/directed activities in support of counternarcotics and rural development planning.
Under the direction of the OCCN Manager, liaise with other USG agencies and host government contacts active in the fields of project development, strategic planning, and security assistance.
Assist and advise INL’s OCCN Division on planning and implementing counternarcotics and rural development methods, operational tactics, logistics, and strategy, in priority zones, through engagement and coordination with the Ministries of Defense, Justice, and Interior, relevant public service agencies, and other U.S. Embassy Bogota elements.
Assist and advise INL’s OCCN Division and relevant GOC entities on:
Programmatic solutions to support training, technical assistance, and equipping security forces’ counternarcotics programs;
Coordination of procurement and delivery of equipment;
Research implementation mechanism options;
Drafting and refining statements of work/proposals and cost estimates to develop programs that align with U.S. assistance goals and objectives;
Coordination with procurement team(s) to ensure smooth translation of program requirements into procurement actions;
Setting procurement priorities in consultation with OCCN Manager;
Provide recommendations and provide required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance to meet program objectives.
Serve as a non-voting member on technical evaluation panels to review proposals.
Support monitoring and evaluation efforts to measure program impact.
Develop recommendations for projected funding needs in the out years to sustain and continue the work of the OCCN division.
Assist in the preparation of required reporting such as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds and the Mission Resource Request.
Assist in administrating and monitoring the expenditure of funds provided to Colombian military forces and the CNP.
Prepare program documentation and procurement requirements for counternarcotics projects.
Provide analysis and guidance in project budget preparation, and program planning.
Maintain appropriate internal management control systems and end-use monitoring.
Ensure that INL programs comply with USG financial, legal, and regulatory policies and are not subject to waste, fraud, or mismanagement.
Assist in monitoring the use of all U.S.-provided commodities intended for counternarcotics purposes.
Keep the INL/Bogota leadership, INL/WHP Colombia Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to counternarcotics strategic planning and implementation.
Maintain security awareness and properly handling classified and controlled items and information.
