CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.3 million people are internally displaced and 13.5 million are in need of humanitarian assistance, with 4.5 million in besieged and hard-to-reach areas. There are over 5 million Syrian refugees registered in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview

The Senior Security and Access Manager (SSAM) will work with the country management team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff, and advise on humanitarian access processes and approaches in close coordination with program teams. Under the supervision of Deputy Director Cross Border Program (DDXB) and with technical supervision and support from the Senior Security and Humanitarian Access Coordinator (SSHAC), the SSAM will analyze security trends, advise, update, and implement the IRC's Security Management Plan. The SSAM will streamline humanitarian access approaches in line with humanitarian principles, humanitarian needs, and the IRC's 5-year strategy action plan for Iraq and Syria. The SSAM will conduct onsite training for staff, facilitate the development and implementation of appropriate plans, standard operating procedures and contingency plans. S/he will provide expert humanitarian security and access advice to all levels of IRC staff in the country office including access negotiations and mediation, context and conflict analysis, advisories, and incident management.

Main Responsibilities:

Safety and Security Management Planning

· Develop, maintain and ensure compliance with Security Management Plans, including contingency plans and relevant SOPs

· Conduct safety reviews of all prospective premises and ensure compliance with minimum safety and security standards in coordination with field SFPs

· Conduct comprehensive security assessments in potential program/field sites, as necessary

· Implement and ensure effective monitoring of a vehicle tracking system in each site

· Conduct regular safety drills for all staff and management in all sites

· Build and maintain a network of Security Focal Points at each field office and program sites

· Provide technical support to the DDXB on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity in Iraq and north-eastern Syria

· Evaluate, review and update the security management plans on a regular basis. Reference and ensure compliance to IRC Security Management Framework within the SMP and all annexes.

· Work with DDXB and Field Coordinators to develop, consolidate and implement operating procedures and contingency plans

· Evaluate, review and update the hibernation and evacuation plans for all IRC offices and residences in Syria and ensure that the practical preparations are in place and known to all staff involved

· Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.

· Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.

· Provide and implement best possible solutions for use of equipment to facilitate communication between staff, including here proposing safe alternative means of communication and equipment

Humanitarian Access Management

· Develop ongoing relationships with local authorities as needed and other power brokers within North East Syria.

· Work to ensure that IRC, its mission and work in the areas of operations is known and accepted

· Work to encourage stakeholders to work with the IRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities in Syria

· Provide technical input and advice in assessments to consider new IRC programs in new geographic areas

· In coordination with DDO, DDP, and Program Coordinators, liaise with relevant security actors e.g., NGO Security Focal Point, NCCI, INSO, other NGO security coordinators, region UNDSS contacts, local community stakeholders, governors, etc.

· Develop and update list of contacts (formal/ informal) and create a stakeholders map per district/ sub-district

· Contribute to the analysis of accessibility in and within the areas of operations in order to facilitate useful information for the planning of programming

· Identify barriers to access and support the program teams develop strategies to address them

· Support the program teams to develop and implement community engagement strategies that promote acceptance and access

Monitoring, Analysis and Supervision

· Ensure all incidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately

· Compile and submit regular reports that track incidents and trends in local security contexts

· Monitor the operating environment, identify new threats, assess IRC vulnerabilities and recommend risk mitigation strategies

· Identify, establish and manage context appropriate approach to assure IRC facilities are

· Compile and submit monthly security reporting that track incidents and trends within the IRC's area of operation. Submit daily contextual updates as needed to the Country Director (CD) /DDO/SSHAC/RSSA.

· Work closely with IRC teams in Field Offices in North East Syria to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. Ensure also that final incident reports are provided when IRC is closing the case.

· Coordinate regularly with the SSHAC and the RSSA on safety and security, and fulfill reporting requirements to the region.

· Collect and compile all security reports for IRC Iraq.

Security & Access Training and Orientation

· Formulate and coordinate the implementation of the Annual Security Capacity Building Plan as guided in the Regional Humanitarian Access & Security Management Learning & Development Strategy

· Conduct thorough Learning Needs Analysis and prepare training plans to meet identified learning needs

· Assist the Regional Security Capacity Building Coordinator in contextualizing a portfolio of training packages to be used in local training and capacity development initiatives

· Coach and mentor the local SFPs to fulfill their responsibilities at the field-level

· Deliver tailored briefing and orientation sessions to key field staff and select partners respective to their own areas of risks

· Provide a development plan with precise capacity building method to the Safety and Security team.

· Provide regular trainings for IRC staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs);

· Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications protocols, etc.

· Working with the HR focal point on reviewing, updating the IRC Syria Security Information package for new hires and visitors

HR Management

· Supervise and mentor Humanitarian Access Manager and team

· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.

· Lead with commitment, integrity and accountability the "IRC Way" - Global Standards for Professional Conduct - and ensure adherence.

Networking

· Support key field staff to develop and nurture external relationships and networks to ensure optimum communication

· Proactively participate in relevant external coordination meetings, and participate in field-level coordination mechanisms

· Work closely with senior staff to ensure that healthy relationships with relevant local authorities and partners are built and maintained

Other Internal and/or external contacts:

· Internal: close collaboration with CD, Field Coordinators, Program Coordinators, Safety & Security teams, and Regional Safety and Security Director (RSSD)

· External: close collaboration with other humanitarian actors, local implementing partners, UN agencies, government, and service providers
Education: Bachelor's degree in political science, international relations, humanitarian affairs, or security management. Alternatively, a technical degree or certification in a related field with considerable field experience.
A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing humanitarian security operations in the field. Previous similar experience in Syria is a strong advantage.
Proven experience as a professional and reliable manager (including management of people and projects)
Solid ability to provide team-building, coaching, and development for staff as well as encourage cross-functional collaboration and cooperation
Experience working successfully with local stakeholders such as local and international NGOs, government, etc. with sensitivity and diplomacy.
Understanding of humanitarian principles, codes of conduct and specific sub-sector work linked to NGO field and operations contexts.
Advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc.
Strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences.
Regional experience strongly preferred
Previous NGO security management an asset.
Fluency in English; fluency in Arabic strongly preferred; knowledge of Kurdish a plus

The position will be based in Dohuk, Iraq with work weeks spent in Derek, Syria, and covers all operating areas in North East Syria. The security situation in Derek, Syria remains broadly permissive with continued attention paid to the potential for growing instability due to the continual influx of displacement and proximity to insecure areas in other governorates within Syria. Staff live in shared housing with full range of modern conveniences.
