This position is located in the Security Training Unit within the Security Section of the United Nations Support Mission in Libya (UNSMIL) which is currently located in Tunis, Tunisia. Tunis is classified as an "A" duty station and a family duty station. However, applicants should expect to serve in Libya as the Mission moves forwards with its plan to redeploy staff members into Libya. The incumbent will report directly to the CSO/DSA (Admin & Support) under the overall supervision of the Chief Security Adviser (CSA).
Mandate
UNSMIL's mandate as renewed in SC resolution 2323 (2016) of 13 December 2016 includes, as an immediate priority, support to the Libyan political process, as well as the undertaking of: (a) human rights monitoring and reporting; (b) support to key Libyan institutions; and (c) coordination of international assistance.Responsibilities
Within delegated authority, the Security Training Officer will be responsible for the following duties:
1.Assists in the management of a Security Training unit at the mission HQ; may be appointed to manage such a unit in regional offices, supervising the unit’s staff and their performance, preparing the unit’s work plan, preparing the budget;
2.Assists in identifying and addressing the security training gaps at the security section level; contributes for the security training to be delivered at the mission level for non-security personnel;
3.Analyses problems and objectives and develop by orderly method of identifying, developing and evaluating a set of planned strategies targeted for attaining the training unit goals;
4.Delivers and implements competency Based Learning (CBL), modules, lessons and courses as appropriate;
5.Conducts Client, Performance and Training Gap Analysis as part of the Training Development Process;
6.Contributes in reviewing and preparing dynamic CBL learning Programmes of Instruction (POIs), including training in response to emergency crisis situations; using current training material modules, practical applications, guide books and CBL methodologies.
7.Makes sure the POIs are conducted in accordance with the annual security training schedule;
8.Conducts competency based evaluations in accordance with requirements stipulated by the IASMN Security Training Working Group;
9.Coordinates administrative issues, ensuring that all venues and logistics required for the training and learning activities are provided;
10.Contributes to the security training reports for all learning programmes; provides recommendations to enhance CBL POIs;
11. Provides advice, guidance and support on security learning affecting UN personnel mission or regional office wide, as required;
12.Assists and participates as a facilitator for security training conducted by Agencies, Funds, Programmes and Organizations of the United Nations Security Management System (UNSMS);
13.Participates, assists and contributes to the UN DSS standardized programmes of instructions being delivered at the mission level (such as Weapons Re-qualification Programme,. Security Certification Program, Hostage Incident Management, etc)
14.Contributes to and conducts learning needs assessments and identify areas for change or modification as required.

A minimum of ten years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in military, police or security management is required; A minimum of two years planning, developing, coordinating and delivering policy-based training programmes in various formats (workshops, manuals, tutorials, etc) is required; a minimum experience of two years planning and delivering training on UNDSS certification programmes (or other similar security training programmes) is desirable; experience in the practice of Training of Trainers is desirable; related experience of working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or any other international organizations in a conflict or post-conflict setting is desirable.Languages
