Norwegian People's Aid (NPA) is looking for an experienced Security Manager to establish and maintain security support systems for NPA's programmes in Iraq and Syria as well as to provide up to date security analysis and risk assessments. You have strong internatonal experience in security assessment, planning and implementation of safety and security procedures from conflict areas, preferably with experience in Iraq, strong negotiation and analytical skills as well as managerial and leadership skills. The Security Manager is part of the country management team and responsibie to advice and support the Country Director and the management team on all security related issues. The Security Manger works closely with the NPA Head Office (HO) Security Team.
Norwegian People's Aid (NPA) has been working in Iraq since 1995 and in Syria from 2012. The country head office is based in Erbil in Kurdistan region of Iraq, with several sub-offices. From there NPA runs a multi-sector programme in relief, protection, humanitarian disarmament and long-term development.
In this role you will:
Establish and implement security systems (including policies, plans, procedures) for NPA Iraq/Syria in line with existing NPA security policies and approach.
Monitor adherance to programme security systems as per approved procedures.
Develop and conduct comprehensive security risk assessments in order to ensure implementation of appropriate security plans/procedures.
Conduct security training for staff in order to ensure awareness and promote inclusion, participation, and leadership among the entire NPA team.
Ensure that NPA is well connected and part of all relevant interagency and security coordination mechanisms in Iraq and Syria and liase with the relevant agencies and authorities.
Advise the Country Director and Managment Team on security related issues.
Conduct analysis of the context and developments in relation to the security situation, including ongoing risk assessments and analyse security incident reports (trends, threaths).
Provide the Country Director, Crisis Management Team and the Head Office Security Team with briefs and updates on a regular basis/as necessary and advise and support Programme Managers and the Country Director with regard to implementation of the security management system, including management of security incidents.
Provide crisis management support to senior management for incident response, reporting and analysis.
Ensure that the supporting departments (Finanance, HR, Administration, Information Management and Logistics) have appropriate systems in place to facilitate good security management.
What you bring to the team:
Strong international experience in security assessment, planning and implementation of procedures in the context of INGO humanitarian operations in conflict affected countries.
Analytical capability and ability to process sensitive information with discretion
Proven negotiation skills (internal and external) in complex and stressful circumstances
Strong leadership and management skills
Solid experience to provide training, advice and support
Good writing skills and proficiency in English
Excellent interpersonal skills including tact, diplomacy, discretion and impartiality
Good team player
We consider it an advantage if you also have the following as part of your background:
Experience from Iraq, Syria or comparable context
Experienced in supporting multiple field offices in conflict areas
Capacity building skills

Salary: In addition to base salary, our salary package for this position includes post allowance, hardship allowance and a hazard allowance specific for Iraq*
Accommodation: NPA will provide free accommodation
Leave: We recognize the harsh conditions of working in the Iraqi context and the need for time off to recuperate. We have an R&R rotation system in the programme, and in addition we offer five weeks annual leave**
Flights: NPA provides three international flights per year in addition to contract start and end flights
Insurance: You will be covered by NPA's comprehensive insurance package which includes travel insurance, group life insurance, accident insurance and worker's compensation insurance
Health checks: Will be provided in connection with assumption of duty, and on an annual basis
Contract: A one-year contract with possibility for renewal
