Head of the Operational Security Unit, Paris (Salary 5,750 EUR - 7,095 EUR)

Within the OECD's Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible in particular for the safety and fire security of OECD staff, visitors and sites in the Paris region and abroad.

The Conference and Security Division (EXD/CSI/CSD) is looking for a Head of the Operational Security Unit. The successful candidate will manage all questions relating to the protection of OECD personnel and property, and define the solutions to be implemented according to identified risks. S/he will contribute to the development of fire safety and security policies, define the means necessary for their implementation and ensure that these policies are put into practice on a daily basis. S/he will work under the supervision of the Head of the Security Service.

N.B.: The requirements of the position mean that it may be necessary to work outside normal working hours, including nights, weekends and holidays. It may also be necessary to travel abroad.

Main Responsibilities

Strategic and Resource Management
Contribute to the strategic reflection and advice to the Organisation's senior management on the evolution of security, use of firearms, fire safety and crisis management, to ensure the safety of OECD staff, visitors and assets and to minimise the risk of injury, loss, damage and liability to the Organisation.
Under the guidance of the Head of the Security Service, establish and develop as necessary the organisational structure, job content and operational guidelines for the OECD's security and fire safety officers and outsourced service providers (approximately 20 internal and 25 sub-contracted staff).
Provide close daily management of the teams under his/her supervision, and ensure their recruitment, development and training, in line with evolving needs. Oversee objective setting and performance evaluation, and the supervision of outsourced service providers.
Train and maintain levels of internal security officers in advanced intervention techniques to counter new violent threats, including self-defence and the use and management of firearms where required.
Prepare calls for tender, analyse offers and participate in the selection process. Supervise the services provided by on-site contractors and ensure compliance with their contracts.
Manage and monitor the allocated budget and provide regular forecasts.

Operational management
Ensure the security and fire safety of staff members, visitors and property, 24/7, at OECD Headquarters, OECD (Boulogne) and other OECD buildings in the Paris area.
Define security and fire safety organisation and control measures for major events taking place in the two Conference Centres, including visits of leaders and VIPs.
Analyse the evolution of operational practices in order to adapt security behaviour during important events.
In collaboration with the Head of Security Risk Assessment and Welcome Unit, conduct regular reviews to ensure that measures put in place adequately mitigate risks.
Immediately inform the Head of the Security Service of any breaches in the security and fire safety rules and procedures.
In collaboration with the Head of Security Risk Assessment and Welcome Unit, carry out investigations of accidents, incidents, thefts or other offences that take place on OECD premises.
Contribute to the preparation and management of crisis management exercises.

Systems Management
Remain up to date with technological developments in security to ensure that OECD security systems evolve to maintain a proper balance between threat level, security, fluidity and efficiency.
In collaboration with other EXD services, develop, adapt and oversee the setting-up of IT, physical and technical systems needed for the implementation of fire safety, operational security and crisis management policies, including those aiming at containing terrorist attacks. Maintain physical inventories.
Manage and adapt as necessary the security and fire safety control centre, taking into account the risk and potential impact of a high level threat to the OECD.
Carry out other related functions as requested by the Head of the Security Service.

Ideal Candidate Profile

Academic Background
University degree in security, fire safety or related field.
A diploma from a police, military or security forces establishment would be an advantage.

Professional Background
At least 5 years' experience as head of operational security teams in a large company, international organisation, or government department of an OECD Member country, and sound knowledge of fire safety rules in an OECD Member country.
Experience in using defensive techniques, including firearms, and managing officers equipped with firearms. Knowledge of engagement principles.
Experience in managing operational teams and supervising outsourced companies. Good knowledge of management methods.
Experience in designing, implementing and managing complex operational security and fire safety systems, and related control centres, and good knowledge of advanced security technologies.
Experience in participating in crisis management exercises, especially in case of fire, terrorist attacks, hostage taking and bomb alerts.
Proven experience in contracts and budget management.

Tools
A good knowledge of the Microsoft Office suite (Outlook, Word and Excel).
Good knowledge of operational security systems.

Languages
Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
Two-year fixed term appointment, with the possibility of renewal.

What the OECD offers
Depending on level of experience, monthly salary starts at either 5,750 EUR or 7,095 EUR, plus allowances based on eligibility, exempt of French income tax.

Please note, the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
