This position will be based in Kabul, Afghanistan for a two year assignment with dual reporting to the Raytheon Intelligence, Information and Systems (IIS) International Security Senior Manager and the Global Training Solutions mission area in-country Program Manager. This is a high profile and fast-paced position requiring a security professional with experience across multiple security competencies including, but not limited to: Physical Security, Industrial Security, International Security, and Investigative/Counterintelligence; to include force protection, discreet secure transportation, crisis management, and evacuation planning. The role will require frequent interaction with the Afghan Military, USG and US Military, sub-contractor security personnel and all program members.
Responsibilities include but are not limited to: planning, development, implementation, and testing of security policies and procedures; protection of employees, company information and assets; and supervision of a sub-contracted Afghan security provider. This position will conduct risk assessments and manage security projects associated with facility protection and business operations within Afghanistan; oversight of the firearms program to ensure compliance with customer, Raytheon and Global Security Services policies, process, systems and standards. This person may also be required to conduct security site surveys or additional related tasks at other in-country locations as well as other countries. This role will develop and administer security procedures for classified or proprietary and ITAR controlled materials, documents, and equipment for the program. This position is responsible for establishing and maintaining a Security Awareness, Training and Education program to ensure all employees are compliant with U.S. and Afghani government and contractual requirements.
The selected candidate will successfully create and leverage working relationships with internal and external customers, peers and senior management across multiple domains to accomplish the mission. This position requires a strong customer service and cultural awareness approach. The applicant must possess strong integrity, interpersonal skills, ability to make sound decisions, and take independent action to exceed customer expectations.
Location/MOU - This role will require forward deployment to Kabul, Afghanistan under the terms of an MOU/Long Term International Assignment managed by Raytheon International Assignment Services (IAS).
Specific responsibilities include:
Provide security leadership and direction to in-country leadership team, staff, and TDY personnel
Act as a first responder to in-country security incidents impacting employees, offices and assets
Collaboration with the program’s management team to ensure a safe working environment
Ensure employee compliance with the IIS firearms program’s policies, processes and standards
Manage the meet and assist services for employees and business visitors traveling in and out of Afghanistan through Kabul International Airport
Manage the security support, to include sub-contracted drivers for all movements
Provide, coordinate and manage executive protection services to visiting senior leadership
Ensure that security operations are conducted in accordance with U.S., Afghan, NISP, and related ITAR regulations in addition to Raytheon directives and policies
Manage security and personal safety procedures and briefing/training for all assigned employees and visitors
Conduct security investigations and surveys, including detailed recommendations to mitigate security vulnerabilities and violations
Maintain, update and conduct periodic testing of evacuation/contingency plans ensuring employee and company preparedness with scalable tripwires
Lead/participate in the development of crisis and business continuity plans and act as a member of crisis management team
Establish and maintain strong professional relationships with Afghan Security Services, U.S. Embassy Kabul the DoS Overseas Advisory Council, Customer representatives and locations where Raytheon employees are housed and work
Maintain open lines of communication with all in-country personnel and provide ongoing security advice and guidance
This position requires a current U.S. DoD Secret Clearance, U.S. Citizenship is required.
Required Skills
Ten or more years of Security and or Military experience in progressively responsible positions
Intermediate or better proficiency with Microsoft Office Suite, Computer skills in MS Word, Excel and PowerPoint
Existing U.S. DoD Secret clearance
Desired Skills:
Experience in managing international security programs with access to National Security Information
A certified firearms instructor with previous overseas training experience
Strong cultural sensitivity, interpersonal, leadership and written/verbal communication skills
Excellent organization, communication and presentation skills
Familiarity with import/export requirements associated with international classified contracts
Experience with electronic access control systems
Crisis Management and emergency planning experience
Experience interfacing with US security agencies
Experience in the area of Executive Protection
