OVERVIEW

The Risk Analysis Manager will be part of a dedicated expert intelligence team who will have sufficient experience in the delivery of daily and written assessments, including geo-political, national and provincial security reporting. The Risk Analysis Manager will form part of a dedicated expert intelligence team and he will be supported by and also manage an experienced database collator and bi-lingual Iraqi National.

MISSION

The Risk Analysis Manager’s mission is to provide relevant information to support the decision making process of the Japanese Embassy staff as well as providing situational awareness to assist in the security operations to ensure the safety of the client and that of the assigned Olive Group personnel.

KEY TASKS AND RESPONSIBILITIES

The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Line Manager.

Operational Delivery

Provide national and regional level geopolitical security related reporting, assessments briefings and advice to the Ambassador and senior staff.


Inform Ambassador’s decision making process with analytical products and assessments of security/political dynamics - projecting strategic trends and developments to six months out.
Inform the Embassy of Japan Security Section of national level (including Kurdish Region) current and future operational and tactical security trends and dynamics to facilitate planning and reporting.
Provide a daily summary and verbal briefing of regional, national and local security reporting and dynamics, with predictive analysis and assessments.
Provide a monthly formal verbal briefing and PowerPoint assessment to the Ambassador and Embassy of Japan staff, including a full package of monthly security statistics and mapping.
Produce ad-hoc reports and briefings in response to requests from Ambassador and Embassy of Japan staff.
Provide a full Security Risk Assessment (SRA) prior to every road move to official venues, including a written report and if necessary a team brief. Out of area risk assessments are also produced on demand.
Produce a weekly written report / brief focusing on trend analysis using comprehensive security incident data with supporting national security / political analysis and projected outlook.
Liaise with host nation security officials and a network of International Community analysts and risk managers to build relationships and develop contacts in order to support the mission.

Client Relations
Daily interactions and liaison with Embassy of Japan Security, Political and Economic staff members to discuss current issues, answer questions and gain ‘direction’ from the Ambassador and staff (including political and economic sections).
Engage daily with the Client, professionally, politely and appropriately.
Comply with the requirement to deliver a service consistent with Olive Group’s contract with the client, identifying contractual non- compliance for immediate resolution and reporting deficiencies in service delivery to the Project Manager.
Contractual compliance, accounting for and supporting client requirement.

Personnel
Leave: managing the Iraqi National collator’s leave plot to ensure full service delivery.
Records: assist in the Iraqi National collator’s training records in accordance with Olive Group and project requirements.
Discipline: ensuring that poor performance and ill-discipline are dealt with promptly and in accordance with Olive Group’s C-4-B Code of Conduct disciplinary procedures.
Harmony: addressing issues in a humane, fair and transparent manner leaving no friction unattended to nor any issue unresolved, or reporting these to the Project Manager for his/her assistance in the resolution.
Appraisals: ensuring the conduct of performance appraisals on the Iraqi National Collator.

Training
Compliance: absolute familiarity with Olive Group Standard Operating Procedures (SOPs), Company policies and procedures, international and host state laws.
Undergo training on Olive Groups SOPs, policies and procedures and also specific project training.
Complete the individual training as assigned by the relevant training manager.

Governance

Comply with health & safety standards consistent with the requirement to follow such procedures and regulations as may be laid down by Olive, its client or the host state including;
Fire response drills
Personal and Catering hygiene
Olive Group Life Saving Rules
Prohibition of the abuse of alcohol and narcotics or intoxicating substances.

Compliance with the Rules for Use of Force (RUF) and the laws of armed conflict consistent with the requirement for personnel to be intimately familiar with procedures and regulations laid down by Olive Group in conjunction with the Client, host state or international laws including the principles of;
Graduated and proportional force response (GFR) after warnings
Last resort
Right to self- defence

Compliance with rules and requirements laid down by Olive Group, its Client, host state or international laws including the principles of:
Olive Group D-1 Anti- bribery & Corruption Policy requiring rejection of the offer of or acceptance of any favour or any financial or material inducement intended to influence a business decision or official action.
The International Code of Conduct for Private Security Service Providers, 2010 (ICoC) and associated standards to which Olive subscribes;
The Olive Group Quality Management System (QMS) the company mechanism for setting down its standard approach to business through documented policy and procedure, approved by Senior Management and administered by the Standards Officer and Quality Assurance & Compliance Manager.
ANSI/ASIS PSC.1 the American standard against which Olive Group’s Quality Management System is measure annually by third party assessors.
The Olive Code of Conduct C-4-B that lays out key compliance criteria for personnel during their service with the Olive and the active promotion of best practice in respect of the following processes;

ESSENTIAL CAPABILITIES & SKILLS:
Strong and preferably current knowledge of the Iraq conflict, terrorism and political situations.
Full comprehension of regional dynamics at play which may potentially cause impact in Iraq.
Excellent analytical skills and the ability to convey processed information via written reports and verbal briefings to senior staff audiences.
Ability to liaise and interact with Host Nation Security and Law Enforcement Agencies.
Understanding of the cultural and diversity issues within a team and promotion of harmony.

TERMS & CONDITIONS

Rotations 4 weeks on / 4 weeks off
Daily Rate - $546 (only paid whilst in country)
Daily Food Allowance - $25

Qualifications

Key Competences:

Competency in Information Technology and ability to operate MS Word, Excel and Powerpoint.
Formal training in Embassy communication systems
Understanding of Quality Management Systems and Host Nation Laws

Qualifications:

Formal experience in relevant roles in the military or police preferred but not essential if civilian equivalency can be demonstrated.

Master's or Bachelor's Degree in Intelligence, Security or Political fields are highly desirable but not essential of experience and competency can be proven.

Previous deployments to Iraq in similar positions in either public or private sectors strongly preferred.

Knowledge of the political and security environment in Iraq.
