Duties and Responsibilities

1. Keep abreast of the security environment in Iraq, and provide timely and accurate security advice to FAO Representative and the RNE Regional Security Advisor, including information regarding compliance with United Nations security policies, practices and procedures;

2. Ensure the best protection of FAO staff, assets and facilities in accordance with provisions of the UN Security Management System;

3. Strengthen the security arrangements of FAO facilities by professional security and contingency planning, and in close cooperation with UN Security Section in Iraq (SSI) coordinate 24/7 response to all security-related incidents involving FAO staff and assets in his/her area of responsibility;

4. Maintain close security coordination with UN Security Section in Iraq (SSI), security focal points of other agencies and humanitarian partners, and ensure appropriate professional liaison of security matters with local authorities responsible for security;

5. Conduct periodic Minimum Operating Security Standards (MOSS) assessments of FAO facilities, offices, missions, and if and when required - Minimum Operating Residential Security Standards (MORSS) assessment of FAO staff residences, provide advice on shortfalls with recommended improvements and solutions;

6. Provide FAO staff, particularly external missions, with security briefings, situation reports and other appropriate security-related information and training;

7. Report in a timely manner security and safety related incidents involving FAO staff and assets to the FAO Representative, and facilitate essential communications with the Regional Office for Near East and North Africa (RNE), the FAO Field Security Unit (DDOS);

8. Undertake field security missions to FAO operations in the area of responsibility as required, to conduct security assessments and determine the level of risk to FAO operations, and based on those risks identify and implement appropriate risk mitigation measures;

9. Participate in an observer capacity in the Security Management Team (SMT) meetings and provide all necessary assistance to the FAO Representative on security-related matters in Iraq;

10. Participate as a member of the Security Cell in Iraq, advise the Security Cell on particular FAO concerns regarding security and safety;

11. Ensure that security-related issues, including security support and security risk management, are fully incorporated and integrated into all levels of FAO operational activities in Iraq and contribute to increased operational output;

12. Directly manage security equipment and personnel, including inventory, extended training and performance of security contractors, guards and security escorts personnel, if applicable;

13. Ensure that FAO Representative, and FAO Rep Office personnel are constantly informed about security requirements in order to make decisions and provide adequate resources so that staff members are provided with and are proficient in the use of safety and security equipment, including communications equipment, PPE, vehicle emergency equipment;

14. In coordination with UNDSS,SSI, other UN agencies and humanitarian partners in the country, establish good relationships with national law enforcement, military and civil security authorities, counterparts in the Diplomatic Missions and governorates/civic/traditional leaders;

15. Participate in inter-agency security coordination efforts;

16. Supervise the Local Security Assistant (if recruited); and

Minimum Requirements
Advanced University degree in public or business administration, social or political sciences, international relations, law, or fields related to security management. Seven years of relevant experience in Military/Police services and/or in security management in conflict or post conflict environment with an international organization.
Working knowledge of English. Knowledge of Arabic is desirable.
Possession of valid driving license; extensive experience in driving armoured vehicles.
