ERU/PSU Police Lead Training Mentor - Liberia

PRO-Telligent, A Tetra Tech Company, is seeking an experienced ERU/PSU Police Lead Training Mentor.

The Emergency Response Unit (ERU)/ Police Support Unit (PSU) Training Mentor is responsible for helping the ERU/PSU become more effective in performing their specialized missions, especially as transition of responsibility for domestic civil order and security is nearing completion from United Nations Mission in Liberia (UNMIL) to the Liberian National Police (LNP). S/he will mentor and advise ERU/PSU leadership and officers and train LNP/ERU/PSU trainers. The ERU/PSU Training Mentor shall report to the ERU/PSU Lead Training Mentor. S/he shall communicate regularly with the International Narcotics and Law Enforcement Affairs (INL) Director in Monrovia and coordinate efforts with the Contracting Officer (CO) and/or Contracting Officer’s Representative (COR), will work with LNP to develop or implement an existing personnel plan; and mentoring and developing the ERU/PSU in order to increase retention of material learned in training as well as model appropriate behaviors and attitudes for officers.

Additional duties include but are not limited to:
Providing advice to the U.S. Embassy, INL bilateral senior advisors, UNPOL, the MOJ, the LNP, and other key partners on matters relating to the development of criteria for selection, vetting, and training of persons selected for the ERU/PSU.
Providing advice to the INL Director in Monrovia and to INL’s senior bilateral police advisor on programmatic challenges and areas where U.S. Embassy intervention could help achieve INL and the U.S. government’s goals and objectives.
Monitoring equipment and facilities provided to the ERU/PSU by the U.S. government.
Developing procurement specifications for equipment purchases and infrastructure development for the ERU/PSU.
Coordinating with and mentoring ERU/PSU administrative staff, in consultation and coordination with the Senior Advisors.




Qualifications
Required Qualifications:
Graduate of any U.S. local, state, or Federal law enforcement academy and SWAT training school (min 40 hrs)
2 years of experience in a leadership position of a SWAT unit
5 years of recent police experience in a full-service U.S. local or state police agency, excluding training.
Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation
In possession of a current and valid national driving license for at least one year
Certification as a trainer in emergency response or related areas
Ability to possess/maintain MRPT certification
Expertise in Microsoft Office (Word, Excel and PowerPoint)
Fluent in English
