Job Description Purpose
Corporate Security is a Global Function within Shell which provides strategic advice and assurance to the Business regarding all aspects of security. The Country Security Manager (CSM) for Trinidad & Tobago will therefore be instrumental in supporting and advising a wide range of stakeholders (senior business leaders, Security Focal Points, expatriate staff, etc.) in all security matters across the country where Shell has a footprint.
The CSM will report to the Regional Security Manager (RSM) for The Americas and will be based in Port of Spain, Trinidad.
Accountabilities
In liaison with internal stakeholders and external sources such as government agencies, identify, quantify and assess security threats to Shell’s business footprint across the country to deliver proactive actionable advice on security risk treatment
Develop and maintain security information networks consisting of relevant government agencies, as well as private sector sources
Work closely with the Country Chair for Trinidad & Tobago, Site Management and Business Leaders in the country to provide assurance that there is a consistent, common, and adequate approach to security governance
Ensure compliance and implementation of Shell Group Security Standards across Shell operated entities and influence any non-operated entities and business partners in the country
Ensure that appropriate risk mitigation measures are in place to reduce Shell’s exposure to security risks to ‘As Low as Reasonably Practicable’ (ALARP) and that fit-for-purpose security policies, plans and procedures are implemented
Effectively manage/support Shell’s response to any security related incident
Deliver appropriate security measures to any emergency or crisis response event, ensuring HSSE incident and emergency response plans are in place
Participate in Crisis Management Team(s) per the relevant Crisis Manuals
Ensure that security activities comply with international and individual country laws, Shell General Business Principles (SGBP), the Shell Group Security Standard (GSS) and the Voluntary Principles on Security and Human Rights in the Extractive Sector (VPSHR)
Represent Shell’s security interests in operated projects and non-operated JVs/projects as a Technical Authority for security
Participate in Shell audits globally, (e.g. Shell Internal Audit, Shell HSSE & Social Performance Control Framework Audits etc.)
Dimensions
The CSM will provide strategic advice to the business on all aspects of security and will be instrumental in supporting and advising a wide range of stakeholders in all security matters within the country
The country hosts a diverse range of assets/activities such as the Atlantic LNG plant and Shell business’ projects both onshore and offshore
The CSM provides dotted line support to all Security Focal Points in-country with strategic threat indicators and advice
The CSM will report to RSM for The Americas
Special Challenges
This role spans a varied footprint of business operations and strategic projects. This requires a detailed understanding of the full range of threats present and appropriate mitigations (activism, terrorism, criminality, information security etc.)
The diverse business footprint requires an appreciation of all Lines of Businesses
The role may be required to support investigations lead by the Business Integrity Department (BID)
The CSM will act as Subject Matter Expert on security contracts managed by the business/other contract holders
In addition to the security specialist role, this role requires broad understanding of the VPSHR and Rules on the Use of Force
The CSM will provide security inputs to strategically important projects and will require an in-depth understanding of the Opportunity Realisation Standard(ORS), and the Discipline Controls and Assurance Framework (DCAF) to ensure correct levels of business support and appropriate security inputs
Requirements
Must have:
University degree (B.Sc.) is required;
High caliber security professional with extensive security experience;
Robust understanding of, and solid experience with, physical security principles and their impact on the mitigation of threats against people, assets and information;
Good understanding of the range of security threats Shell would face in-country;
Fluency in English is required;
Experience of stakeholder management across differing business / functional lines;
Must have strong communication skills – both written and verbal – to build credibility with senior stakeholders, and develop and maintain a credible security network;
Proven track record of implementing and managing functional initiatives across various business groups and stakeholders;
The successful applicant will be subject to background screening.
