BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs, Office of Criminal Justice Assistance and Partnership (INL/CAP) focuses on meeting the demand for law enforcement, criminal justice, and corrections experts and assistance in post-conflict societies and complex security environments. INL is responsible for the development, supervision, coordination, and implementation of international narcotics control and law enforcement assistance activities and for international criminal justice and law enforcement issues for the U.S. Department of State (DOS).
Currently, INL is responsible for implementing major criminal justice reform programs in Afghanistan, Benin, Egypt, Ghana, Haiti, Kosovo, Liberia, Mexico, the Palestinian Authority, South Sudan and Tunisia. Countries and specific programs are subject to change based on U.S. government policy priorities. More than 200 police, corrections, and legal advisors are deployed in support of these programs. Each of these contract advisors must complete a pre-deployment selection and training process (PDT) to be eligible for deployment.
DUTIES AND RESPONSIBILITIES
Serves as an Expert Afghanistan Adult-Centric Instructor in support of this INL/CAP training requirement.
Contributes expertise, best practices and knowledge related to criminal justice subject area.
Prepare documentation related to training.
MINIMUM QUALIFICATIONS
Must be a U.S. Citizen
PhD, JD, or equivalent academic credential in a topic or field of study relevant to the needs of the INL/CAP training program; OR
A Master’s Degree (in a relevant field) with Five (5) Years teaching experience in adult education; OR
A Bachelor Degree (in a relevant field) with Seven (7) Years teaching experience in adult education; OR
Ten (10) Years aggregate experience as a: certified criminal justice sector instructor (of which Five (5) Years was assigned full-time in a training or academy assignment); adult training manager/coordinator in a relevant field; equivalent demonstrated instructional experience in an adult learning environment; or such combination of expertise, education, and experience as to be considered an expert in their field.
The ability to facilitate course modules using adult learning principles.
Excellent oral and written English communication skills.
Must be an Afghanistan Country Expert who has recently delivered periods of instruction within the last Two (2) Years; this is a Firm Requirement
Preferred Qualifications
Experience instructing/ facilitating courses for international criminal justice sector missions.
Experience working overseas in a criminal Justice or related mission where training was a significant component.
Knowledge of criminal justice development in an international environment.
