General introduction

HRD is issuing a call for expression for the temporary position of Security Officer (P.3), INTSERV. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months. The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

The following are eligible to apply:
Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.
External candidates. A selected external candidate will be issued with a 4.2 (e) contract.

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

INTRODUCTION

The position is located in the Security Unit of the Internal Services and Administration Department (INTSERV). INTSERV is responsible for the management of facilities, property and inventory; safety and security; printing, publishing and distribution of documents; diplomatic privileges; travel and transport, use of public spaces and general internal services.

The Security Officer of the Headquarters Security Unit will be responsible for: (i) the implementation of safety and security policies and procedures at Headquarters; (ii) the supervision of the work of security guards, including the contracted staff; (iii) the development and implementation of training programmes for security and other ILO staff. The fire safety responsibilities of this position are those of a 'Chargé de Sécurité incendie' in accordance with the local fire safety standards. The Security Officer will be required to work closely with other officials responsible for matters relating to occupational safety and health and those relating to safety during the renovation of the premises.


The position will report to the Head of the Security Unit.

Description of Duties

1. Advise and assist the ILO Head of Security, in assessing risks and threats to the security and safety of ILO headquarters and recommend the appropriate operational and technical measures to be taken.
Propose and coordinate the implementation of policies and procedures relating to preventive and operational measures in respect of security, safety and the monitoring of access to ILO headquarters. Guarantee a continuous and efficient operational response by the Control Centre and internal or external security personnel, including for sessions of the ILC, the Governing Body and other major meetings in Geneva.
Supervise the security guards and conduct their respective evaluations. Supervise the out-sourced guards' contractual arrangements, including tasks, terms of reference, performance and quality control of services rendered.
Prepare and propose the security and safety training programme to be implemented in the headquarters. Arrange for training to be provided, either in person or by a third party and coordinate and manage drills to test emergency procedures during simulated emergencies.
Draft detailed reports and prepare relevant statistics reflecting the situation at ILO headquarters in respect of security and safety challenges, including accidents and incidents. Make recommendations corresponding to the situations encountered. Participate in the monitoring of incidents. Advise the Head of the Security Unit on technical issues to be reviewed by the Committee on Occupational Safety and Health (COSH), in accordance with established procedures.
Propose and participate in the drafting and updating of contingency plans for security and safety management (such as Security Risk Assessment, Facilities Survey, Evacuation Plan, Mass Casualties Plan), in accordance with UNDSS criteria and ILO requirements and standards.
Appraise security and safety equipment needs, ensure its availability and adapt it as necessary in order to respond to changing security situations. Ensure, in particular, that fire detection devices, fire-fighting equipment, escape routes and emergency communications systems are available on the premises and are in working order.
Provide the Head of the Security Unit with budget proposals for HQ Security and coordinate related specific purchase of goods and services.
Establish and liaise with the local authorities responsible for security and safety and with security specialists in other international organizations located in Geneva. May be required to attend Security Cell Meetings at the United Nations Office at Geneva (UNOG) as a member of local security officers' network.
Communicate effectively and appropriately with staff and with all categories of visitors regarding relevant areas of specialization.
Identify, analyse and implement required safety and security adaptations and ensure compliance with the requirements during the renovation of ILO HQ premises. Communicate and liaise with internal and external bodies involved in the renovation and participate in regular meetings of the renovation team, including with contractors.
Perform other relevant duties as assigned.

Required Qualifications

Education
Advanced university degree in security management or related field.
A first level university degree with a relevant combination of academic qualifications and experience in a related area (at least two years in addition to the experience below) may be accepted in lieu of the advanced university degree.

Experience
Five years of progressively responsible experience in security management which should include operation under arduous conditions and/or unit command, Previous security management experience in an international organization is an asset.

Languages
Excellent command of French and working knowledge of English.

Knowledge of UN security system policies, rules, regulations and procedures would be considered as an asset. High standard of psychological and physical fitness must be maintained in order to operate under conditions which can often be of high stress.
Ability to use word processing software, spread sheet and other standard software packages and system.

Additional Information

Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between August 2017 and October 2017. APPENDIX II CONDITIONS OF EMPLOYMENT

- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.

- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non-Geneva based positions).

- A successful external candidate will be on probation for the first two years of assignment.

- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.


Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
