Job Purpose:
The Security and Access Coordinator will be responsible for safety, security and access for the team working to implement (NP’s) project “Reducing Violence and Increasing the Safety and Security of Civilians in Greater Upper Nile, South Sudan.” The project will have three programming components which will center upon GBV prevention and response, child protection and protection coordination, information and advocacy The Safety and Access Coordinator will be responsible for providing security updates, context analyses, contextual understanding, managing critical incidents, and providing timely advice. S/he will coordinate closely with other actors to minimise risks to personnel. S/he will support the team to negotiating access to various areas of Unity State, building strong relationships with stakeholders. S/he will work closely with the Team Leader in the field to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff, and in line with NP Safety and Security Standards. The Security and Access Coordinator will be based in Bentiu, working to support the Northern Unity team, who will be based in Rubkona County and with a mobile response to Mayom and Guit counties.
KEY OBJECTIVES/RESPONSIBILITIES:
• Gather information relating to the conflict and security situation throughout Unity State • Advise the team and Juba HQ about the security situation and the feasibility of planned missions • Continuous contextual analysis and coordination with all actors in the region to minimize risk to personnel • Attend all security and access coordination meetings and update Safety and Security Adviser (SSA) and the Team Leader (TL) • Develop and foster strong relationships with key stakeholders, and leveraging these relationships to negotiate access for the team and humanitarian partners • Supporting the Team Leader and the Deputy Team Leader on developing, contingency plans and Standard Operating Procedures (SOP) for field trips • Working closely with the Team Leader and team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff, and in line with NP safety and security standards • Work together with the team to ensure that NP, its mission and work in the areas of operations is known and accepted • Provide technical input and advice in assessments to consider new NP programs in new geographic areas, and regular assessment reviews for existing locations • Provide technical support to SSA and the TL on all policies, including but not limited to procedures, guidelines and planning for staff safety, operational security and program continuity in the area • Briefing new arrivals and visitors on the security and context situation of the area. • Provide timely feedback on questions and technical assistance requests from Juba HQ • Compile and submit regular reports that track incidents and trends in humanitarian access and local security contexts within the areas of operation • Provide training for Drivers and Security Guards to ensure that they can carry out their duty in a manner that keeps NP employees safe and secure • Accompany the team on field missions to parts of Unity, as required • Complete other tasks as required by SSA and the Team Leader • Management and maintenance of all security related assets
Qualifications & Competences
A. Education, Knowledge and Experience
• At least 3 years experience working with INGO in a safety and security position
• Previous experience working in a complex and dynamic operational environment
• Strong analytical and briefing skills
• Previous working experience in South Sudan will be an asset
• Understanding of and commitment to mandate in South Sudan
• Ability to live and work in remote, highly challenging locations
