Safety & Security Manager

Responsibilities:
Development, implementation and management of the CRS Security Management System at national level in multiple programs.
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
Minimize security risks to the CRS Programs implemented in a complex operating environment in South Sudan.
Management of security staff at country office including supervising Security liaison manager, Residence security assistants in Juba and dotted line coordination with all security focal points at all field locations
Management of private security guards at Country and field offices in close coordination with security company.
Management of Fleet within Juba.
Provide mentoring and couching to Juba based Security liaison manager, Resident security assistants and field based security focal points in all offices
Communicate and cooperate with relevant external security actors
Promotes learning, and facilitates knowledge-sharing across the country program Train and develop all staff in safety and security
Work with program teams at Program design stage and develop security plans and security budgets for new programs.

Specific Tasks:
Ensuring Country Senior Management Team (SMT) is kept abreast on all aspects of safety management across South Sudan and specifically programmes areas and Improve Country office risk management processes and systems by ensuring Management have responsibility for safety and security best practice by exercise leadership and guidance to require highest level of due diligence from all staff and by ensuring Crisis management is up and running and aware of roles and responsibilities in case of a crisis
Provide leadership to national staff security team including Security liaison manager, Residence Security Assistants and field security focal points to build their capacity through regular mentoring and couching.
Conduct Security risk assessments using CRS-SRA format undertaken timely for all new project startups, leading to timely cost identification to security measures by observation, communication, making contact with relevant sources and analyzing to make reasoned assessment of the situation and how it affects CRS's.
Ensure the safety and security procedures are in place, are appropriate and reflect the organizational policies are reviewed on regular basis (no longer than quarterly) and that all staff are aware of and comply with these procedures
All staff travelling to CRS South Sudan Program, accessed pre-deployment briefing ahead of travel and respect CRS safety & security procedures.
Receiving regular (not incident) report from field offices providing an analytical update of the situation and compiling these for the SMT.
South Sudan Country office line management at all levels ensures that safety and security policies are understood and taken into account and appropriate procedures are developed
Field Security Plan and Minimum Operating Standards followed and implementation is ensured.
Weekly reports being prepared and submitted and Technical support through consultations provided in person, by phone, or e-mail to the senior staff/program team in the field offices
Prepare and share daily security report and arrange regular security briefings (Weekly/Monthly) for all staff.
Training -- identify training needs and conduct security awareness training in collaboration with the RTA staff Safety and Security for CRS South Sudan staff.
Compliance -- promote strict adherenceto program guidelines for security and communications.
Infrastructure -- Ensure completion of the purchase/installation of the improvements recommended to the CRS South Sudan premises, including sub offices and guesthouses.
Cash safety -- work with CR and the Head of Operation to establish system that will ensure cash transfer safety
Telecommunications -- maintain contacts with communications equipment suppliers and technicians.

External: Security focal points from UN and other agencies operating in South Sudan and SS Government's security agencies.

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENT
Masters' degree in related field
Excellent communication skills- both oral and written,
Minimum 5 years' experience working in security-sensitive environments
Extensive experience in a leading position in Security unit in high risk country programs
Undergone formal training in security
Demonstrated ability to transfer knowledge through formal and informal training
Local language skills will be an added advantage
