PURPOSE OF POSITION:
To support the World Vision (WV) Democratic Republic (DR) Congo National Director in ensuring that effective security measures for National Office and three Regional Offices including (Western, North West and Southern Regions) are appropriately planned for and addressed within the context.
Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.
KEY RESPONSIBILITIES:
Strategy & Planning:
Develop and implement the Regional Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the National Office are appropriately supported.
Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training.
Provide leadership/ management of the security team in country.
Security Operations:
Work with the Regional Director and Regional Security Director to carry out Security Risk Assessments as required/directed.
Country Risk Ratings are established and updated as required.
Ensure Core Security Requirements are implemented in line with Region Risk Ratings.
Provide input and support to management in crisis situations and critical incidents.
Conduct security investigations when required.
Networking and External Liaison/Engagement:
Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
Build ongoing networks for sharing security information and coordination.
Capacity Building and Technical Training:
Coordinate the assessment, development and implementation of the Regional office capacity building plan for security management based on local security risk assessments.
Seek to develop a culture of security awareness and monitor staff compliance.
Reporting and Documentation:
Provide a regular security report to the Regional Office in Goma, National Office in Kinshasa and the Southern Africa Region Office in Johannesburg.
Ensure that all security incidents are reported in accordance with WV Security Policy.
Conduct performance reviews of the field-based security focal persons.
Collect, analyze and disseminate security information appropriately.
KNOWLEDGE, SKILLS & ABILITIES:
Bachelor’s degree or equivalent degree; experience & Police/Law Enforcement or military training (desirable).
At least 4 years’ experience in security management roles.
Broad understanding of local security issues.
Good English communication skills (oral and written).
Have access to networks of security contacts.
Good understanding of World Vision and Sphere relief standards.
Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
Ability to work in and contribute to team building environment.
Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

Working Environment / Conditions:
Work environment: Office-based with travel to the field.
Travel: 20% Domestic/international travel is required.
