Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations.

Under the general direction of the Chief, Security and Safety Section and the direct supervision of the Deputy Chief, Security and Safety Section, the incumbent is responsible for the following duties: Primarily responsible for compound security for the Extraordinary Chambers of the Court of Cambodia (ECCC) to include: Supervise access control, to include screening for all personnel, vehicles and assets entering and leaving the ECCC/UNAKRT premises.
• Supervise the ECCC guard force and coordination of the appropriate allocation of guards as required and to make recommendations for adjustment
• Oversee and provide guidance, on a daily basis, in the management of the Security Operations Centre Fire Unit, Pass & ID unit and overall physical security of the compound
• Communicate and cooperate with the Protection Unit Team Leader, with the heads of other function units and sections within UNAKRT and ECCC, and local authorities on issues related to the smooth running of the Compound Security Unit
• Liaise with national counterpart and authorities on matters of internal and external premises security
• Develop standard operating procedures as they pertain to premises security, to include emergency response and other contingencies
• Train and instruct national security guards in the performance of their duties
• Supervise and control the issuance of all ID cards, parking permits and entry passes
• Coordinate with the building fire and safety officer to ensure fire and safety compliance in accordance with available resources and international standards
• Manage all aspects of the administration and work of security guards
• Ensure that routine patrols and/or sector patrols are conducted to check security of buildings, personnel, equipment and adherence to rules and regulations
• Receive, record and appropriately action information received through all communication means
• Monitor and control communications network to ensure security and discipline
• Work closely with the mission IT section to ensure the implementation and maintenance of all technically related matters that are necessary for a secure IT network environment
• Conduct security surveys of offices and other mission facilities
• Obtain comprehensive security information and produce background papers relating to incidents that affect security and safety at the mission
• Instruct personnel in the performance of security services, including fire control and physical security of the premises,
first aid procedures, use of equipment and operation of automated alarm and video surveillance system
• Liaise where necessary with designated host government security, safety and emergency officials
• Liaise and exchange security related information with all components of the mission and other UN agencies in the area
• Conduct site surveys
• Prepare and provide security briefings, written security advice and recommendations to the mission hierarchy
• Perform any other duties as assigned by the Chief Security and Safety.Competencies
