Overview:

The Border Security and Ports of Entry (POE) Advisor will be assigned either a Northern Border or Southern Border Area of Responsibility (AOR). INL administers bilateral border and port of entry (POE), including seaports and airports, security projects in Mexico with border security funding provided under the auspices of the INL Bureau within the DOS.

Primary Responsibilities:
Works closely with INL personnel, other USG law enforcement agencies within the Mission, and contractors implementing INL projects and Government of Mexico (GOM) counterparts.
Supports the INL Interdiction Border Security team with the implementation of the Border Security Strategy Plan within his/her respective AOR.
Assists INL to implement, monitor, and report on progress or lack thereof on specific border security projects. 
Assists the INL Border Security and POE Coordinator in managing INL border and POE security programs and providing advice to Mexican officials involved in such projects which include borders, checkpoints, and POE security efforts within his/her respective AOR.
Provides advice and support to the INL Interdiction Program Manager, INL Interdiction Program Coordinators, other INL colleagues, and representatives of law enforcement agencies at the US Embassy in Mexico or to the Consular General within his/her respective AOR.
Assists INL to provide advice and technical support to Government of Mexico (GOM) law enforcement, military, immigration, and customs officials within his/her respective AOR.
Advises INL on infrastructure, Non-Intrusive Equipment NIIE, training needed to implement the INL Border Security Strategy.
Drafts work plans, implementation plans, and Standards Operations Procedures (SOP) in support of the INL Border Security Strategy Plan.
Prepares weekly and periodic reports related to activities within his/her respective AOR, issues, and recommendations.
Offers advice and assistance in preparing documentation for the procurement of Non-Intrusive Inspection Equipment (NIIE) and modern technology equipment within his/her AOR.
Assists INL to conducts end use monitoring spot checks of inventory of USG-donated Non-Intrusive Inspection Equipment (NIIE) under the Merida initiative.
Provides INL advice and assistance in end-use monitoring (EUM) of U.S. Government-supplied commodities and services within his/her AOR.
Supports INL monitoring and evaluation efforts

Supervisory Responsibilities:

Supports the INL Interdiction Border Security team with the implementation of the Border Security Strategy Plan within his/her respective AOR.

Education and/or Experience:
Spanish FSI level 3/3
English FSI level 4/4
Bachelor degree or graduate of a US Law Enforcement Agency with eight (8) years law enforcement experience
Border Security experience preferred.

Knowledge, Skills, and Abilities:
Shall be able to effectively communicate with US law enforcement agencies within the mission, INL staff, mid to high level impact partners within the mission, and with host nation personnel.
Have knowledge of, or working background of the Non-Intrusive Inspection Equipment (NIIE)
Proficient in the use of Microsoft Office

Certificates, Licenses, Registrations:

Must be US Citizen

Security Clearance:

Must be able to possess/maintain a Moderate Risk Public Trust (MRPT) Clearance.

Physical Demands:

Must be physically and medically capable to perform in Mexico at high altitudes and challenging environmental environments.

While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Travel:

Frequent travel to other locations within Mexico will be required. Minimal international travel may be needed.

Work Location:

This position is based in Mexico City with possible travel to other destinations within the country Domestic travel may be required.

Work Schedule:

The positions offered are full-time, 40 hours per week.
