Job Description (Roles and Responsibilities)

The British Embassy in Rabat invites applications for the position of a Post Security Manager, Grade B3 (L).

The Post Security Manager (PSM) ensures that Foreign and Commonwealth Office (FCO) security strategies and policies are in place and followed at the Embassy and across subordinate posts in Morocco. The PSM works under the direction of the Paris based Regional Overseas Security Manager (ROSM) to achieve this, operating at a tactical level, following ROSM strategic guidance. PSM has regular contact and visits from the ROSM and to the outstations. This ensures the safety of staff, documents and equipment. Working on a daily basis to the Post Security Officer (PSO), with guidance from the ROSM, the PSM ensures policy decisions from London and Overseas Security Adviser (OSA) recommendations are implemented at post.

The PSM is the first point of contact at post for security queries as well as being responsible for armoured vehicle management.

Objective:

The position requires a resilient, flexible and dynamic individual, able to switch from project work to the issues of the day. The PSM is a key player in an active Post Security Committee where PSM knowledge and experience will be sought to overcome substantial security obstacles. The role must demonstrate a sound knowledge of physical security measures and be fully conversant with Security procedures as defined by ESD.

The PSM role ensures that the threat from terrorism is reduced through close collaboration with colleagues - team working is essential, and the role provides the opportunity to work with a broad section of cross Whitehall colleagues, using available information to support security objectives.

The PSM constantly reviews the security posture of Post, recognising weaknesses and vulnerabilities in Posts security measures. Working closely with the ROSM, ESD desk officers, OSA’s and Post representatives to identify means of countering any such threats and seeking funding and/or resources as required.

The PSM also has a role in VIP movements within the Morocco network, being required to provide assistance to the Metropolitan Police Service protection officers. This involves close collaboration with senior figures in the Moroccan security apparatus, and requires the PSM to make on the spot decisions in order to ensure the smooth running of close protection details for UK dignitaries.

Duties and Responsibilities:
Ensure Post is meeting the required ESD policy in relation to Staff vetting.
Ensure Post Security Regulations’s are regularly reviewed, up dated and circulated on a bi-annual basis.
Ensure Guard orders (Post & General) are regularly reviewed and updated as and when changes occur.
Supervise the security teams at Embassy, residence, Consulate-General and accommodation. Ensuring the security team are fully conversant with their post orders.
Ensure all appraisals are completed in accordance to HR Policy.
Conduct induction and security briefing of new members of staff, and issue ID badge.
To secure funding and resources to meet organisational / security objectives. Co-ordinate security projects.
First point of contact for security queries, investigations, recording and reporting of security incidents and breaches.
Liaise with local authorities, Police, other missions and security companies.
Management of a wide range of security equipment. This includes all equipment associated with the post wide radio network, vehicle and person search equipment to allow safe access control.
Complete residential security surveys on properties as required, reporting recommendations to the Estates team and ensuring completion prior to staff occupancy.
Direct Line Management responsibility for five staff members. Daily management of the security contract and the team of twelve employed in this team. PSM reports to the Paris based ROSM.

Essential qualifications and experience


Essential:
A background in physical and staff security gained from the military, police or commercial security industry;
Management of large teams, in house staff and contractors;
Interacting respectfully and meaningfully with staff at all levels within the organisation – from senior directors to manual labourers;
High standard of spoken and written English and Arabic language.
Desirable qualifications and experience


Desirable:
A professional security qualification from a recognised and accredited body, ideally indicative of meeting recognised UK standards eg The Security Institute Certificate or Diploma, University of St Andrews Certificate in Terrorism Studies, Foundation, Bachelors or Masters degree in Security and Risk Management.
Conversational French an advantage.
