This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year.

Org. Setting and Reporting

This position is located within the Global Programme for Strengthening the Capacities of Member States to Prevent and Combat Organized and Serious Crimes (GPTOC, GLOT32) in the Implementation Support Section (ISS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), in Vienna, Austria.

The Crime Prevention and Criminal Justice Officer will work under the direct supervision of the Senior Drug Control and Crime Prevention Officer of the Global Programme against Organized and Serious Crime and under the overall supervision of the Chief of the Section.

The incumbent will perform the following duties:

• Support the overall aims and objectives of the GPTOC with a focus on providing specialised support to prosecutors/magistrates/judges to fully implement/use the United Nations Convention against Transnational Organized Crime and its related Protocols (UNTOC Convention).

• Oversee and lead the strengthening of the Network of Central Authorities and Prosecutors for the CIS and Southern Caucasus sub-region with a focus on international cooperation in criminal matters between Central Authorities and Prosecutors of the CIS and Southern Caucasus sub-region with those of other regions, including through the holding of inter-regional meetings of such networks.

• Support cooperation between the Network of Central Authorities and Prosecutors for the CIS and Southern Caucasus sub-region with other networks. Design and prepare capacity building and training activities for Member States through the Network of Central Authorities and Prosecutors for the CIS and Southern Caucasus sub-region, with an emphasis on international cooperation in criminal matters and coordinate and collaborate with the UNODC Regional Programme for Afghanistan and Neighbouring Countries, with CIS and Southern Caucasus programmes, initiatives and activities of UNODC and international organizations, as well as with other UNODC Global Programmes.

• Collect, develop and assess information on Central Authorities and their use of the UNTOC Convention as a legal basis for international cooperation in criminal matters for use and study by GPTOC and the UNTOC Convention Working Groups on International Cooperation and Technical Assistance.

• Coordinate and support the capacity building of prosecutors, in collaboration with other UNODC Programmes, international organizations, civil society and the private sector, to address Environmental Crimes globally.

• Coordinate programmatic/administrative tasks, including preparation and management of the yearly work plans and budgets.

• Prepare documents and reports such as progress reports, funding proposals and newsletters in a timely and efficient manner.

• With the overall aim of strengthening the rule of law, provide and supervise expert legal advisory services and assistance to requesting Governments of countries in the areas related to organized crime and illicit (drug) trafficking.

• Lead or participate in needs assessment and other technical missions in the areas related to the programme/section work, and draft or provide inputs to assessment reports or elaborate recommendations.

• Represent UNODC as an expert resource person in workshops, training activities and meetings and represent UNODC in relevant regional and international events.

• Keep abreast with the development of new legal trends, as well as intergovernmental mandates related to the work of the Section/Branch.

• Develop and maintain partnerships and cooperation with Governments and experts in the CIS and Southern Caucasus sub-region and globally, with international organizations, assistance agencies and donors.

• Coordinate the work of and provide guidance to project/programme staff, as needed.

• Perform other work related duties as may be required.

Education

Advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience as a judge, prosecutor, advocate or legal adviser is required. Practical experience in developing or implementing crime control, counter terrorism, organized crime, corruption, and related laws, experience providing technical assistance related to international cooperation in criminal matters, and in developing or implementing international law is highly desirable. Experience with the legal systems of the CIS sub-region and working experience in the sub-region is desirable. Working experience with technical cooperation projects and with international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, with excellent legal drafting skills is required. Knowledge of Russian is desirable.

Assessment
