General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
University education in a field related to security and safety matters or evidence of specialised training or
proven experience in law enforcement, security and safety matters in a civilian or military environment
Ability to identify and analyse emerging security problems and propose solutions
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Advanced education/certified training course in a relevant field desirable
Experience:
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
Proven managerial experience;
Strong familiarity with the themes and challenges for security/law enforcement in countries in transition;
Significant professional credibility in security sector management, security sector reform, law enforcement, or international security sector/law enforcement co-operation;
The ability to communicate clearly and concisely in English, and demonstrable organisational, analytical, communication and interpersonal skills;
Demonstrated ability to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
Ability to operate MS Windows applications, including word processing and e-mail.
Desirable:
Progressively senior managerial experience;
Previous international/field mission experience;
Experience in programme/project development and management in the field(s) of security sector reform, security sector capacity-building, law enforcement, international security/law enforcement co-operation, and/or countering radicalization/extremism;
Knowledge of the context and current issues for the mission area.
Tasks and Responsibilities
Under the general direction and supervision of the Head of Presence and Deputy Head of Presence, the Head of the Security Co-operation Department is responsible for developing and implementing a distinctive and impactful programme of support and capacity building to help Albania tackle her highest priority security challenges. The Head of the Security Co-operation Department is also the senior internal advisor on mission security and will be tasked with:
1. Overall responsibility for and management of the staff and performance of the Security Co-operation Department, including its policy and strategy development, planning, reporting and budgeting;
2. Working with the Head of Presence and top level national interlocutors in the sector to develop and implement a programme of work that distinctively and effectively addresses Albanian and OSCE priorities;
3. Advising the Head of Presence in the effective advocacy of the department's goals and accomplishments and liaising with other key personnel in the Presence, the Secretariat and OSCE institutions;
4. Maintaining the Presence's Security Plan including continuous assessment and revision as required, maintaining staff security awareness and preparedness, and acting as a member of the Presence Security Management Team;
5. Developing and maintaining active contacts with national and international partners in the sector to sustain our role, reputation, influence and awareness;
6. Fund-raising from international partners for additional Department projects;
7. Other duties as assigned by the Head of Presence and Deputy Head of Presence.
