Regional Program Safety Manager

Position Description

NEF is seeking a dedicated and experienced individual for the position of Regional Program Safety Manager (Middle East). Reporting to the Regional Director, the Program Safety Manager is a member of the recently created regional team, works in close collaboration with NEF Headquarters both in Syracuse (NY) and London (UK) and acts as the first point of contact between NEF Headquarters and country program teams in terms of Safety, Risk Management and Contingency Planning.

Responsibilities

(a) Field Safety Management and Compliance:

· In coordination with relevant NEF field offices, leads drafting/revision and implementation of country Safety Plans. Conducts risk assessments and threat analyses for the region in line with a newly revised NEF’s global protocol. Ensures that country safety management approaches, planning, policies and procedures are in compliance with NEF organizational policies and procedures;

· Ensures that each country office in the region has current, complete, accurate, and adequate safety and risk management plans on file at NEF Headquarters in Syracuse (NY) and London (UK), in the regional office in Amman, and in each field office;

· Provides ongoing support related to all aspects of safety and risk management to field offices including collaboration with country and regional leadership to establish and maintain effective Crisis Management Teams;

· Coordinates incident management.

· Leads revisions of safety plans when there is significant change in the hosting environment;

· Leads trainings for all NEF staff as required and informs NEF Regional Director and Headquarters of any areas of concern, non-compliance or potential or suspected violations.

(b) Support, Monitoring and Networking:

· Monitors all communications related to safety incidents, contingency planning, and provides timely feedback to the Regional Director, country directors, and headquarters (US/UK).

· In coordination with the Regional Director, develops and updates work-plans including regular calls with country offices, headquarters, and the Regional Director. Conducts visits to each country in the region to lead training, and monitor risk management and compliance;

· Provides follow-up reports to the Regional Director, headquarters and relevant field directors with findings and recommend actions;

· Develops and maintains an accessible database of incidents in the region. Provides to the Regional Director and Headquarters a monthly activity reports on safety-related incidents and threats, database analysis, vulnerability and remedies to be included in the organizational risk assessment and analysis;

· Drawing on a variety of information sources, including a network of key strategic contacts, provides credible information and contextual analysis of local and regional safety situations, developments and incidents. Detects early warnings to guide contingency planning, including the immediate notification and guidance to relevant local staff and NEF HQ of any imminent threat situations;

· Identifies, creates and maintains a network with NGOs, UN, and others in the region, including donor countries’ local embassies. Develops appropriate contacts with host country authorities. Participates in regional coordination meetings when available.

· Attends risk management related conferences and seminars to remain abreast of best practices.

Experience/Qualifications

· Four-year university degree minimum in a field relevant to risk management and/or safety management in a humanitarian context;

· At least 10 years in international risk management and crises response roles, with 5 years minimum in development and humanitarian assistance context;

· Demonstrable understating of and explicit commitment to humanitarian principles, codes of conduct and NGO organizational culture;

· Detailed and presentable context understanding of the region; prior experience at the field level in the region will be considered an asset;

· Proven analytical and effective writing skills; strong familiarity with principles and approaches to permissive/acceptance models of risk management; advanced knowledge of safety planning, risk management considerations, and demonstrated ability in crisis management and response. Advanced knowledge of communication technology.

· Substantial and demonstrated prior experience as a trainer with ability to effectively transfer knowledge, work as a member of a transnational team, guide and mentor local safety officers or safety or risk management/safety focal points;

· Arabic language proficiency is preferred. Native or near native command of the English language both written and verbal is required.

· Ability to travel without restrictions within the region is essential.
