Germany has been supporting the ECOWAS Commission through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH since 2006. Commissioned and funded by the German Federal Ministry for Economic Cooperation and Development, the current Programme, “Support to the ECOWAS Commission” is aimed at strengthening the Commission in executing its core mandate of facilitating economic and political integration. GIZ supports the Commission in three principal areas, including 1) Organisational Development, 2) Trade and Customs, and 3) Peace and Security. Thus the Programme aims to support the strengthening of sector-specific expertise as well at the strategic planning and management structures, capacities and processes.
The Peace and Security Component of the Programme supports the ECOWAS Department of Political Affairs Peace and Security (PAPS) in broadly strengthening its capacity for conflict prevention, management and resolution in the region. Specifically, the Component works to support the establishment of an effective regional early warning system, election observation, multidimensional and integrated structures and processes for ECOWAS peace operations (with a focus on civilian and police elements – support to the latter is provided with funding from the German Foreign Office), and most recently, mediation facilitation capacities. Furthermore, the component supports the operationalisation of the ECOWAS maritime security architecture in the Gulf of Guinea. Additionally, the Component supports institutional development and enhanced collaboration across the PAPS Directorates
Ihre Aufgaben
The Peace and Security Advisor will support the Component’s core thematic and substantive areas of work in the areas of Early Warning, Political Affairs, Mediation Facilitation, Peacekeeping and Regional Security as well as capacity building for the PAPS Department.
Specifically, the Advisor will support the Component in:
Supporting PAPS to align its approaches and programming with concepts and strategies of the African Peace and Security Architecture (APSA);
Supporting the enhancement of internal cohesion within PAPS through improved inter-directorate planning and implementation;
Supporting the enhancement of PAPS capacities to identify, deploy and manage civilian experts for conflict prevention, management and resolution; and
Supporting the effective contribution of national actors to the ECOWAS early warning and response efforts.
General Tasks and Specific Tasks:
Provide technical advice and support to implementation of the ECOWAS National Early Warning and Response Mechanism;
Provide support for the further development of multidimensional and integrated capacities for the planning, deployment and management of the ECOWAS Standby Force (ESF);
Support capacity-building processes for enhanced effectiveness and efficiency of the PAPS Department; Keep abreast of developments within the peace and security sector and undertake research on relevant thematic areas of concern as may be required/relevant.
Develop project implementation documents including concept notes, TORs, fact sheets and reports;
Support the organisation and implementation of ECOWAS workshops, meetings, seminars;
Managing consultancy processes including: overseeing and reviewing (together with ECOWAS) the various outputs of consultants;
Support reporting processes to the German Federal Ministry on Economic Cooperation and Development (BMZ);
Support the Peace and Security Component’s annual budget planning and review processes;
Ensure synergy and close collaboration with other GIZ sister Projects/Programmes that are supporting the APSA at the level of the AU, other RECs/RMs or at the level of the ECOWAS Training Centres of Excellence (TCEs); and
Ensure close exchange with the GIZ HQ Sectoral Department for technical and methodological exchange;
Support the management of knowledge related to the project through for instance - sharing best practices, engaging in lessons learned forums;
Promote and support learning and knowledge management within the ECOWAS PAPS Department; Additionally, it can be anticipated that other duties and tasks may arise (outside the scope of what has been listed above). Thus it can reasonably be expected that the Advisor may have to assume additional responsibilities at the request of the Component Head or Head of Programme
Ihr Profil
At least a Master’s degree in International Relations, Social Sciences, Political Sciences, Peace and Conflict Studies or other related fields of study is required for this position.
At least 5 years of progressively responsible experience in development cooperation working for a regional or international organisation, including GIZ
Very good knowledge of peace and security issues in the ECOWAS region, and their linkage to regional, continental and international peace and security efforts.
Good understanding of the African Peace and Security Architecture (APSA), especially the different areas of participation of ECOWAS in this set-up
Several years management experience and a proven ability to forster collaboration in an interdisciplinary, intercultural, international and highly qualified team
A credible and self-assured personality, well-developed advisory and communication skills along with a high level of intercultural awareness
Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Outlook);
Excellent written and oral communication skills including ability to adjust tone and style of language as relevant depending on the audience or context;
Political sensitivity and diplomacy
Advanced Englisch, German; French would be a advantage
