This post is located in the United Nations Integrated Peace-Building Office in Guinea Bissau (UNIOGBIS). Under the overall supervision of the Security Adviser/Chief Security Officer (SA/CSO), the Security Officer, FS-4, reports directly to the OIC unit on all security operations as assigned.Responsibilities

Reporting Chain of Command: The Security Officer reports directly to the Chief Security Officer through the Deputy Chief Security Officer on all operational and administrative issues.
Accountabilities: Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:

•Assists the OIC Operations and Planning in the supervision of the Security Unit, and monitors, conducts and coordinates security operations;
• Assists OIC Operations and Planning Unit with timely development and review of Security Plans and components including contingency and crisis response plans, SOP’s, emergency communications, warden systems, and staff lists, as per requirements of UNSMS security policies and procedures;
•Contributes to the development, review, and implementation of Country Security Risk Assessments (SRA), Minimum Operating Security Standards (MOSS) and Residential Security Measures (RSM) ;
•Maintain updated staff lists, including details of visiting missions and consultants;
•Maintain operational warden systems for both international and national staff;
•Monitor prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
•Serve as a member of the Security Cell;
•Ensures Radio Check staff lists and Radio Call signs lists are maintained updated, and that all UNSMS staff conducts radio check one per week;
•Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
•Assists in the evaluation of accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System;
•Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
•Conducts routine physical security inspections of facilities and implements security arrangements;
•Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
•Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
•Coordinates issuance of identity cards, background checks and entry controls, as appropriate;
•Acts as Duty Officer within the Security Section, if needed;
•Ensure that an efficient filing, storage, retrieval and secure system for documents is maintained electronically and with a manual backup;
•Conduct any other duties as may be directed by the SA/CSO and DSA/DCSO .

High school diploma or equivalent technical or vocational certificate ;Work Experience

A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which a minimum two years of experience in security operations centres or similar within a military, police or security organization is required; at least three year experience and exposure at the international level and in a conflict or post conflict environment is required; and, experience in Peacekeeping Operations is desirable.

Other:
•UN DSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Close Protection Officers Course, Security Investigation.Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in written and oral English is required. Knowledge of French is an advantage. Knowledge of Portuguese is desirable.Assessment
