This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA) . The Security Coordination Officer will be based in Herat. The Security Coordination Officer (DFSCO) reports to the Chief Security Officer / Deputy PSA through the FSCO WR.Responsibilities

Within delegated authority, the Security Coordination Officer may be responsible for the following duties:
• Assists the Principal Security Advisor (PSA) in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments;
• Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to CSA, Designated Officials and Security Management Teams;
• Conducts trend analysis, gathers comprehensive information on all factors of insecurity, determines the relevance and validity of security information and the reliability of information resources;
• Prepares draft of security plan for the mission, designated region or geographic area, including all aspects related to elaboration, development, implementation and updating of the plan.
• Maintains continuing lines of communication with security focal points and all other agencies in Iraq and other missions to ensure maximum security coordination.
• Assesses prevailing local security conditions, identifying security trends and advising UN staff and programme personnel on potential security problems, such as mines, IEDs, kidnapping, armed attacks, arrest and detention.
• Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, , fuel supply and assessable roads.
• Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control.
• Provides advice and training to staff on residential security measures such as window guards, alarm systems and locks to minimize burglar intrusions.
• Maintains dialog with authorities and international institutions such as Red Cross/Red Crescent and INGOs in the event of natural disasters.
• Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments.
• Investigates accidents involving UN vehicles and prepares report of findings.
• Investigates security-related incidents involving UN staff members and ,programme personnel.
• Conducts security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.Competencies

• Professionalism: Excellent knowledge and understanding of methodologies for information collection, collation and analysis; ability to develop research projects and perform studies on practical security matters; Knowledge of security management combined with solid background of military or other security specialization and some political and social knowledge of country of assignment. Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

• Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.Education

• An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management.
• A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree.Work Experience

• A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required;
• At least two years experience and exposure at the international level is required;
• At least one year of experience in a conflict or post conflict environment is required;Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, (both oral and written) is required.Assessment
