Summary:
El Salvador’s Strengthening Human Rights Systems (SHRS) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with local and international organizations. Counterpart is currently seeking a Safety & Security Coordinator to carry out activities related to the safety and security of the field office and manage logistical operations. The SSC will build safety and security capacity for the Project and serve as the primary point of contact for country security and logistics.
This position will report to the Chief of Party with a dotted reporting line to the Director of Global Safety and Security who is based in HQ. This is a full time position based in San Salvador, El Salvador. This is a locally-based position; Salvadoran citizens are strongly encouraged to apply. Previous field experience in El Salvador highly desirable.
Duties and Responsibilities:
Safety and Security Role Specifics:
Perform field office safety and security assessments throughout El Salvador.
Develop and maintain all safety and security strategy, policies, and procedures for the El Salvador Project,
and ensure they are timely communicated to all staff, visitors and technical consultants. Safety policies must be in compliance with the local regulatory framework. Security strategy must be in tune with political context and potential threats both to Project staff and goals.
Assess Project activities and their impact on staff safety and security and make recommendations to reduce staff vulnerability.
Work to secure the safety of Project events and staff, including incorporating security strategies into project planning and implementation.
Build working relations with external agencies UN, government offices, police, INGOs and other sources to enhance early warning and knowledge of potential security threats that could impact Counterpart staff, operations and assets.
Participate in Incident and/or Crisis Management teams, as emergency situations arise.
Provide technical support to security focal points and Country Representative.
Attend meetings and conferences, and debrief on any issues related to safety and security that may impact Counterpart programs.
Advise staff and management on exposure to risk, potential impact and liability.
Be willing and able to respond remotely, or in-person, to emergencies 24 hours per day, 7 days per week.
Maintain an up-to-date security plan consistent with Counterpart standards and ensure that all staff have read and fully understand its content and support the Chief of Party in enforcement of those standards.
Develop and implement a security training plan for all staff, develop and apply evaluation processes to determine that training competencies are met and share results with Counterparts Global Director of Safety & Security (DGSS)/ International Security Officer (ISO).
Develop, record and store security briefing materials and ensure that all new employees, international or national, receive appropriate security orientation within 24 hours of arrival in the field.
Strengthen and apply office and residential facilities’ security standards and selection procedures.
Ensure proper use of the security incident reporting system; apply the analytical framework to incident data; and share information among Counterpart staff and with other NGOs as appropriate.
Prepare regular safety and security reports for as requested by the COP / DCOP/ DGSS/ ISO.
Assure that Counterpart storage facilities are secure and properly managed including proper inventory records.
Regularly assess communications needs at post, ensure availability of appropriate communications technology, and update the emergency communication contact list; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions.
Logistics Roles:
Pre select vehicle vendors using USAID rules and regulations for purchase / lease or rent
Establish and maintain a schedule of preventive maintenance for all vehicles to ensure proper functioning at all times. Coordinate with HQ office to ensure appropriate registration and insurance are in place for all Counterpart vehicles.
Manage and organize vehicle fleet management policies; ensure vehicle inspection procedures are applied and all vehicles are properly equipped; train drivers in established procedures and requisite skills.
Review monthly vehicle log sheets and prepare monthly report of fuel and maintenance use of vehicle.
Ensure all Counterpart vehicle movements are authorized, monitored and tracked using appropriate systems.
Supervise and manage logistics staff members as required
Assist and support the “start-up” team with any duties as assigned.
QUALIFICATIONS:
Minimum of eight (8) years of relevant work experience, or equivalent combination of education.
A formal security qualification or advanced security management training.
Substantial practical field experience in security management in a leadership role (e.g. direct INGO security management).
Ability to implement mass messaging communications systems, phone trees, and security information systems as requested.
Fluent in written and spoken English and Spanish
Ability to work within a multi-cultural and diverse team
Experience and knowledge of personnel and organizational security issues, conducting threat/risk assessments, security management and security awareness in an insecure environment.
Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments.
Experience in training, coaching and mentoring national and international staff in safety and security.
Technical competency and training experience in field based communications systems such as Thuraya, satellite systems and internet systems.
Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
Management of logistics, procurement, servicing and planning.
Strong report writing, analytical and interpersonal skills.
