The Security and Justice Program Manager is part of the Executive Team, our highest level of management. This role has responsibility for leading our work around the world on security and justice issues, with priority on countering violent extremism and expanding the rule of law. You can live wherever you like and travel will be required.

This role demands someone who is smart, intrinsically motivated, worldly and interested in hard challenges. The Security and Justice Program has a track record of delivering consulting services and a penchant for producing novel insights into areas such as violent extremism. In 2017 we are investing in expanding your team and scaling up services that donors have told us are required. You will have overall responsibility for program performance and the support of everyone in the Enterprise to develop our long-term vision and impact. This includes leading fundraising for the Program. As a member of the Executive Team, you also provide input and have responsibility for corporate strategy overall.

Our Security and Justice Program consists of:
Traditional development consulting assignments, such as in program design and evaluation.
Self-funded research and development projects to learn and extend services to marginalised people.
Long-term service development projects in areas such as training, strategic communications and community-based security initiatives.

Priority countries for the Security and Justice Program in 2017 are Indonesia, Afghanistan and Myanmar, but the program’s geographic reach extends beyond this and in 2016 we implemented activities in a dozen countries. Donors are primarily United Nations agencies and national government aid agencies. We implement alone and in partnership with other development actors.

The following are the primary responsibilities of the role, with estimated allocations of time and attention.
Deliver: Project and Mission Implementation

Approximately 50% of your time and attention:
Support and guide the Security and Justice team to advance our mission and deliver projects.
Manage and develop personnel, contractors and support services.
Ensure donors needs are met and expectations exceeded where possible. For example, this would include drafting or applying quality assurance to donor reports; running effective performance measurement activities on your projects; and working with our research team to understand the impact of your portfolio.
Provide technical inputs to programs relating to countering violent extremism and rule of law.
Liaise with donors and partners to report on projects and manage relationships. For example, this would include briefing donors on progress and spending time talking with relevant teams in our partner organisations.
Develop: Capabilities and Program Portfolio

Approximately 35% of your time and attention:
Develop the Security and Justice team. For example, this would include mentoring your team and leading recruitment.
Lead fundraising for the Security and Justice Program. Build and maintain contacts and networks with potential supporters. This includes identifying new opportunities and creating new projects.
Liaise with partners and donors to identify how the Enterprise can assist, and manage proposals or other processes to initiate projects. For example, this would include visiting donors to explore opportunities and leading proposal writing or working on proposals with partner consortia.
Strengthen the Enterprise’s reputation and profile in our areas of expertise, potentially including demonstration projects if you assess them to be valuable. For example, this would include designing Enterprise-funded pilots to explore new approaches or disseminating novel research to develop your program branding.
Build the Enterprise’s capabilities to deliver project services in your portfolio, focusing on extending our comparative advantages. For example, this would require testing innovative approaches to measuring results from security and justice projects.
Direct: Global Management
Represent and demonstrate the Enterprise’s values.

Approximately 15% of your time and attention:
Contribute as a member of the Executive team, including to design, implement and assess global strategy across the entire Enterprise.
Cooperate with other areas of the Enterprise, including to communicate substantive and administrative information that supports corporate management overall. For example, this would include ensuring effective internal reporting at the project and program level on security and justice.

Your leadership of the program will require you to travel. Examples include:
Attending face-to-face meetings of the Executive Team and the permanent personnel. From January 2016 to February 2017, your role would have attended for 3-4 days each in Indonesia, Australia, the UAE, UK and Jordan.
Traveling to meet donors and potential donors to the program, such as to Thailand, Belgium, Indonesia, Afghanistan, Myanmar, Denmark and Australia.
Traveling to deliver projects and oversee project teams, such as in the priority countries mentioned above.
