Deployed Military Training Program Manager/Operations Officer

POSITION DESCRIPTION

Barbaricum seeks a Forward-deployed Program Manager (FPM)/Operations Officer to assume responsibility for the day-to-day execution and oversight of all Contractor duties, functions, deliverables, conduct, and standards as specified for a contract supporting US Forces-Afghanistan. As the operations officer, he/she will coordinate the daily activities as assigned by the Training management team, and ensure operational and administrative support is delivered through physical activities, written and verbal reports, and other means deemed necessary. Principal duties will include:

Supervise and document the performance of all contract personnel.

Coordinate closely with the CONUS-based PM, if applicable, and the RS CJ7-RS Training Command Team to ensure timely and effective execution of all aspects of the Program Management Plan, Contractor’s Quality Control Plan, and all other actions required by the contract.

Be the COR’s and RS CJ7-RS Training Director’s primary point of contact for all matters pertaining to the contract.

Work closely with the COR to ensure satisfactory fulfillment of contract requirements.

Direct Instructor/Advisor, GA, and IT/IM support to other RS personnel and locations.

Screen and vet documents for transfer between NATO/RS, SIPR, and NIPR systems.

Maintain CJ-7 classified documents

Ensures mentoring of RS advisors. Aids in the development and in the execution of RS advisor Reception, Staging, Onward Movement and Integration (RSO&I), continuing education, and provides mentorship to advisors throughout their deployment.

Support NATO, RS, and US training and events as required

Ensure advisors/instructors have adequate and appropriate Contractor-provided training aids

Ensure in-theater Guardian Angel training delivered as per the COR and RS HQ CJ-7 Director

Ensure in-theater advisor training delivered as per the COR and RS HQ CJ-7 Director

Ensure Advisor Network Tool (ANET) user and super user training is delivered upon request by the SFAC, up to twice a week.

Provide weekly data on RS HQ compliance with training requirements

Provide past and planned weekly Contractor employment and movement reports

Produce a weekly personnel status report detailing at a minimum the total number of Contractor personnel, the number of personnel absent and why.

Provide a weekly report detailing the number of students trained per training session by nationality and organization/essential function, the number of contact, administration and preparation hours

Provide a weekly report detailing the time each Contractor spent in instructing, pre-/post- instruction preparation, and administration.

Produce a monthly contract status report.

Ensure instructors have adequate and appropriate Contractor-provided training aids.



QUALIFICATIONS

SECRET clearance required

Possess a minimum of a BS or BA with documented program/project management experience, and be familiar with common qualitative and quantitative management tools and methodologies.

Master’s Degree in management field desired.

Project Management Professional certification

Have extensive experience working in joint military and governmental interagency and deployed environments, and working and supervising personnel in austere and remote conditions.

Have experience working on classified networks, interfacing with military staffs;

Military experience is required.

Security Advising and instructional experience recommended.
