We are seeking to fill the position of Senior Security Officer at the P5 level. The position is located in the Field Security Division of our headquarters in Rome and reports to the Director, Field Security Division.


JOB PURPOSE

The Senior Security Officer supports the Director of Field Security in providing leadership, management and oversight of WFP’s response to safety and security. Acting as Deputy Director of the Field Security Division, he/she provides strategic operational security advice and support to Regional Bureaux, Country Offices and global HQ to enable security risk management to WFP staff, assets and operations. He/she is designated by the Division Director as Staffing Coordinator.


KEY ACCOUNTABILITIES (not all-inclusive)

Security Advice and Assistance
Provide on-going strategic advice, guidance and technical assistance (both proactively, and in response to requests) to security personnel and staff with WFP security related duties, both in Country Offices and Regional Bureaux, in support of WFP security policy and to ensure measures are in place to protect staff and assets.
Act as Officer in Charge of Field Security Division within the delegated authority of the Division Director, performing senior management functions as required.
Disseminate information regarding security matters to WFP senior management as per the notifications matrix, and to other relevant stakeholders, as appropriate, to raise awareness of security risks and ensure appropriate and effective response.
Support Regional Bureaux on security matters, including financial support to field offices and to monitor progress of security assistance mission (SAM) recommendations and ensure on-going follow-up with Regional Security Officers.
Monitor all country projects and participate in Project Review Committee (PRC) meetings to ensure that adequate security funding is included in projects.

Security Risk Management
Promote safety and security as a core component of all programmes and activities, security risk management and the determination of acceptable risk so that it is given due priority from the start of all planning processes, in liaison with other divisions.
Ensure appropriate security risk management is practiced in field offices and monitor implementation in the field, in coordination with Regional Bureaux.
Create a robust process to monitor compliance with security risk management and recommendations to be implemented.

Resource Management and Career Development
Conduct technical workshops for Field Security Officers and Regional Security Officers, to provide training and networking opportunities for staff.
Provide mentors and other initiatives for new and existing Field Security Officers/Regional Security Officers in support of career development.
Determine what WFP specific requirements exist for managers with security responsibilities (e.g. Security Focal Points) and in coordination with the Training and Learning officer team leader, devise and deliver appropriate training.
Take responsibility for incorporating gender and diversity perspectives in all areas of work.

Knowledge/Information Management
Develop a communication strategy to determine our approach to communicating and working with stakeholders, including WFP staff.
Develop and promulgate information management policy to ensure better information sharing with the field, in coordination with corporate strategy to achieve the zero hunger goal.







OTHER SPECIFIC JOB REQUIREMENTS



Staffing Coordination

· Provide career and professional development advice to Security officers, and advise managers on reassignment and deployment choices.

· Management of the reassignment process and technical coordination of the promotion exercise for the security function.

· Management of the selection process for reassignment in coordination with Regional Bureaux and Country Offices, and participate in the reassignment committee.

· Technical review and participation to external recruitment strategies and processes.

· Coordination with HR to provide functional inputs into strategic initiatives related to career frameworks and staff development.

· Management of the recruitment of fixed-term security specialists, including management of the surge-capacity roster and liaison with HR.

· Identification of suitable staff for emergency Temporary Duty Assignment (TDY) and screening of applications to the Emergency Response Roster.

Required Experiences and Capabilities for Entry into the Role:

· Have strategic vision – should have already contributed to the development of global and regional security operations strategy, and supporting policies.

· Have experience in working at the Regional Security Officer level or strategic senior level preferably within a humanitarian setting/agency.

· Have tactical awareness – gained by experience in several different operational areas, including security work in Very High risk environments, and in diverse emergency operations.

· Have proven humanitarian security vision and strategic implementation, including humanitarian access.

· Have experience in the monitoring and evaluation of security operations activities, including the managing of oversight and accountability of such operations.

· Have demonstrated ability to work effectively with all levels of staff in Headquarters, Regional Bureax and Country offices, with strong negotiation skills and integrity.

· Lead, motivate and develop a large and complex team(s) of professionals to enable high performance.

· Have a high level of maturity and stability, with stress resisting qualities.


STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Desired Experiences and Capabilities for Entry into the Role:

· Have working experience at the P-5 level or managerial equivalent level, with a minimum of 10 years working experience.

· Fluency (level C) in English and Intermediate knowledge (level B) of a second official UN language. (Arabic, French, Spanish, Chinese, Russian and/or WFPs working language Portuguese).

· Have successfully worked in complex Inter-Agency/NGO/Government environments.

· Have led multi-functional and cross-geography teams.
