Background
OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation. The OSCE Security Management System ensures the security, safety and well-being of OSCE staff while carrying out their work. Security Management serves as the clearing house for all security related issues, it defines the Organization’s safety and security policy and standards and it supports the Organization’s security managers in meeting their responsibilities.

The OSCE Office in Tajikistan is mandated to assist in the development of a legal framework and democratic political institutions and processes in close co-operation and consultation with the authorities of the Republic of Tajikistan.

Tasks and Responsibilities
Under the general guidance of the Head of Security Management and with support from the Field Security Officer in the OSCE Secretariat, under the direct supervision of the Head of Centre, the incumbent will function as the main technical and operational support on field security issues. More specifically, he/she will be tasked with the following duties:


Assisting the Head of Office in the execution of responsibilities with regard to the security of mission staff and property;
Developing and maintaining up-to-date security and contingency plans, and security listings of mission staff;
Ensuring that relocation and evacuation plans are current, feasible and regularly evaluated;
Conducting regular staff evacuation and emergency exercises; ensuring all relevant equipment is available and functioning properly, instructions and information are correctly circulated and available in the premises;
In co-ordination with IT ensuring that emergency communications systems are periodically checked and serviced;
Ensuring that mission members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing newly arrived staff;
Ensuring best possible protection for staff and property by maintaining good contacts with local law enforcement agencies and other locally operating organizations;
Conducting security surveys of residents and Mission premises to ensure adherence to health and safety procedures;
Reporting on all legal activities involving mission members; investigating and preparing incidents reports; providing guidance and recommending further action or intervention when appropriate i.e. incidents involving OSCE vehicles, traffic accidents, criminal acts, etc.;
Serving as a member of the Security Management team, contributing to implementation and evaluation of the effectiveness of the security plan;
Maintaining regular and close contact with the Head of Security Management and his/her team at the OSCE Secretariat;
Supervising Security Guards; ensuring the latter are trained and effectively operational;
Providing security expertise within the Central Asia Region upon instructions of the Secretariat Security Management team;
Performing other related duties as assigned.

Necessary Qualifications


Citizenship of an OSCE participating State, excluding sole citizenship of Tajikistan;
First level university degree in political science, social science or graduation from a police or military academy, equivalent to a university degree;
A minimum of six years of relevant professional experience and previous field experience in security or police work, with established experience in supervision of large teams;
Excellent written and oral communication skills in English; working knowledge of other OSCE working languages, especially Russian, would be desirable;
Computer literate with practical experience in Microsoft packages;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package



Monthly remuneration subject to social security deductions is approximately US$ 4,882 to which is added Board and Lodging Allowance (currently EUR 128 per day). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.



Appointments are made at step 1 of the applicable OSCE salary scale.
