PURPOSE OF POSITION:
To support the Risk, Logistics & GIK Manager and the Relief Team in the planning, implementing and monitoring of Security Management in the Bekaa Area. Moreover, assist in assessing local impact security issues, and in minimizing personal and operational risk for Relief staff. And to help ensure safety, security and protection of Relief staff and physical assets.
MAJOR RESPONSIBILITIES:
Perform Security tasks
70%
Conduct security assessments and threat analysis of operating environment
Provide advise on the role of the military and recommend on WV’s interaction with the military
Attend security meetings and prepare security reports
Keep staff up to date on security developments
Ensure the implementation of the minimum security management procedures and standards in the area of operations
Provide regular briefings and updates to the team
Liaise with other NGO’s, UN agencies, government bodies and attend relevant security meetings
Work closely with the national security Manager
Integrated member of the Response Team
Monitor staff movements tracking systems and provide regular info to staff on safety of their movement
Check on the functioning of different materials (B-Gun-radios-Iridium...) and assign communications material to staff as appropriate
Liaise with the local authorities and inform them about the distribution schedule
Be present during distributions in order to maximise staff and resources safety
Send incidents reports to security manager
Contribute towards staff capacity building
Minimum security requirements are implemented as per the established procedures
Incident reports are accurate and submitted on time
Information is clearly maintained.
II. Fleet Management
20%
Ensure WVI transport policies are fully followed by all.
Ensure appropriate use of vehicles by all staff (e.g. use of seatbelts, adherence to speed limits, vehicle booking process and movement monitoring system)
Provide monthly fleet and transport management reports as per WVI Logistics’ reporting policies.
Ensure the payment processing for all the contracted vehicles (light and heavy vehicles) are done in timely manner.
KNOWLEDGE, SKILLS AND ABILITIES:
College degree in a field related to Social Sciences, Law, or Security Management or equivalent experience in a related field
Certified in basic life support, preferably on paramedic level.
Good command of Arabic and English.
Gives attention to detail and has an analytical mindset.
Good communication skills, both oral and written.
Proven ability to work effectively under pressure displaying sound initiative and good judgment
Computer literate (MS Office)
Hold a valid driving license
Proven security management skills, with emphasis on the unique security requirements of humanitarian aid work
Have a minimum of 5 years of NGO/UN, police or military field (operations) experience and at least 2 years of field security experience
Additional practical knowledge of tools and mechanisms and procedures for personal and organizational security in relevant specialist areas such as security in the field, security communications, physical security, critical incident management, occupational safety and security training
Direct personal experience of working successfully in hostile environments or under difficult operational circumstances
70% local travel and 30% office based
Position requires availability and willingness to work outside regular office hours occasionally
