Background
DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos Island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.
Purpose
The SO’s responsibility is to monitor the overall security situation, enforce DRC Safety Policy and provide sound and timely advice to DRC staff and management in order to support the safe and efficient delivery of program activities in the designated area of operations.
Key Responsibilities
Under the overall supervision of the Country Director and in close coordination with the relevant Area Manager, SO bear’s the responsibility to represent the organization when liaising with the local administrations
Activities
Keep informed of any changes in the administrative procedures for access to the camps;
Establish or reinforce relations with the representatives of the different Greek law enforcement authorities and military;
Supervision
Regularly conduct Security Risk Assessments (SRAs) and the Safety Level System (SLS) as per DRC policy
Monthly assessment of the Minimum Operating Safety Standards (MOSS).
Monthly inspection of DRC offices and facilities as required in the MOSS
Manage the SMS and WhatsApp alert networks in assigned areas of responsibility
Timely submission of Safety Incident Reports
Information
Monitor the evolving situation in the area of DRC operations in coordination with other actors as per country and program guidelines
Facilitate access and operations through the provision of dependable advice to staff and managers
When necessary, act as the local focal point for security co-ordination and information sharing between the relevant actors within the area of operations
Collect, verify, analyze and report information that affects, or may affect, DRC operations
Establish a network of contacts and represent DRC at security meetings
When necessary, actively participate in relevant security meetings within the area of operations
Provide operational security briefings and orientation to all new and visiting staff
Track security related incidents and developments and provide trend/pattern analysis
Analysis
Identify indicators and key decision points, and link them to the SRA and security phases
Assist in training program staff on security procedures, as required
Prepare and submit security reports and trend analyses, as required
Provide advice on program development and implementation
Safety Risk Management
Supervise the implementation of DRC safety policies, protocols and procedures related to the safe implementation of program activities
Supervise and monitor the development and implementation of context specific MOSS
Monitoring and supervision (if/as necessary) of contracted security guards (security companies)
Supervise the implementation of physical and asset protection protocols and regulations
Ensure that appropriate access controls are in place for all DRC facilities
Advise, assist and control the procurement and issue of security and protective equipment, as required
When necessary provide security clearance to staff through facilitation of the appropriate process
Conduct site assessments and advise on mitigation measures, as required
Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned
Reporting Arrangments
The SO will report to the National Security Officer.
Required Qualifications
Tertiary education (Bachelor minimum) in communication, politics, risk or other related field
1 – 3 Experience working with NGOs, other international agencies or multinational business
Proven ability to prioritize tasks and meet deadlines
Stable, moral and robust character and a good team-player
Excellent communication skills, calm and a good sense of humour
Proven commitment to accountability practices
Strong information technology skills
Fluent in written and spoken English

Terms and Conditions
The contract will be under the Greek Labor Law, and all allowances will be provided to the employees (Christmas, Easter, Vacation bonus).
All work related transport costs from duty station to other work sites are refundable.
All communication costs work related are refundable.
DRC provides training opportunities to develop and strengthen the quality of its services as well as its staff members’ professional and personal development.
The position will be based in Athens (Greece) and national terms and conditions apply.
General Regulations
The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
