Job Description (Roles and Responsibilities)
The British Government has three diplomatic missions in South Africa: the British High Commission headquartered in Pretoria; a trade office in Johannesburg; and the British Consulate in Cape Town. The High Commissioner (ambassador) has two Residences in Pretoria and in Cape Town. This job is based in Cape Town.
Main Purpose of the job:
To lead and manage the security team supported by the Overseas Security Manager (OSM) and be the British High Commission’s first point of contact for security matters in Cape Town.
The role is expected to oversee and manage security of personnel, buildings, systems, equipment and procedures. A key part of the job is to provide insights around key security issues, risks and opportunities for improvement.
Roles and Responsibilities:
Management security at the Consulate-General office and British High Commissioner’s Residence (40%)
With the support of the OSM, manage and directly supervise the Consulate-General security team. Lead and motivate the team to deliver consistently high levels of performance. Ensure the Guard Force is effectively supervised and that the guards’ working and leave rosters are arranged in advance
Oversee access control arrangements at the Consulate-General and British High Commissioner’s Residence.
Conduct periodic patrols and security checks of the Consulate-General and British High Commissioner’s Residence, including outside normal working hours, reporting any anomalies to the OSM (or PSO)
Security advice and support (20%)
Provide general advice on physical and procedural security matters at the Consulate-General and British High Commissioner’s Residence.
Assess and provide security advice and ground support to staff visiting challenging neighbourhoods and areas of the Cape.
Provide security advice and support to VIP visits (working with colleagues in Pretoria).
Assist the OSM in conducting periodical physical security checks of UK-based staff residences, including security surveys before purchase or leasing.
Assist the OSM in conducting security surveys of hotels in Cape Town
Assist with visits made by the Overseas Security Manager and lead on recommendations
Create strong working relationships with relevant South African Police Department, diplomatic police, local police and private security providers.
Deliver security for high profile events the British High Commission hosts in the Cape (ensuring that adequate police support is provided)
Keep abreast of the news, particularly the local and national news, and report any items of security significance – local protest or threats - promptly to the OSM and PSO and Consul-General
Lead on security queries for the unclassified areas of the Consulate-General, providing information and guidance to staff as required.
Occasionally travel to Eastern Cape, Northen Cape and Gauteng
Security control and testing (10%)
Maintain the security equipment inventory at the Consul General Office and British High Commissioner’s Residence
Arrange for the regular maintenance of the Consul General Office and High Commissioner’s security equipment, reporting any difficulties to the OSM in an accurate and timely manner.
Conduct weekly tests of the fire, incident and bomb alarms, recording the results as necessary
Supervise the operation and testing of the local emergency radio network(s) where applicable.
Maintain a record of locks and keys under your control.
Ensure the Guard Force examine all mail for improvised explosive devices, chemical or other threats and are properly trained in the scanners operation
Liaise with the Building Management Company on security matters to ensure that they are aware of our security needs and the performance of their staff. Assist with the development of their security awareness
Arrange and conduct regular fire and emergency evacuation drills (in association with the building Management Company) or as directed by the PSO/OSM. Record dates and all results.
Administrative tasks (10%)
In conjunction with the OSM, liaise with the South African Police Diplomatic Protection Branch and with the security staff at other friendly Missions, ensuring that necessary contact names/telephone numbers that would be required during an emergency are always up to date.
Manage the local security expenditure budget (equipment, uniforms, etc).
Manage the security team roster, including overtime and absences, ensuring that all security positions are occupied as required, providing accurate and timely advice to the OSM of any problems.
Operational guarding day to day handling and manage security contracts if appropriate.
Reporting (10%)
Prepare reports on matters of security interest, including regular quarterly incident returns, for the PSO, OSM and London’s Estates and Security Directorate (ESD) and liaise with ESD in OSM absence.
Report and record any breaches of security.
Learning and Development (10%)
With the assistance of the OSM, ensure the Guard Force is adequately trained and receive development opportunities.
Support the OSM to identify training needs and interventions for all team members and arrange training practices as required.
Essential qualifications and experience
At least 5 years of experience in security management environment roles and team management positions
Experience in contract management, dealing with third party contracts and managing outsourced resources
Security related degree (preferable but not essential )
Matric Certificate
Risk Management training
Senior Security Supervisory role
PSIRA Registered Security Officer Grade A Certificate (with certificate from Training Centre)
Valid code B Driving licence or higher
Proficient using the latest version of MS Office
Spoken and written English at least at Upper Intermediate level
Preferred knowledge of security protocols.
