Personnel Security Support Officer (vetting and investigative support)

Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).
A roster of suitable candidates may be established for this post as a result of this selection process for both fixed-term established and general temporary assistance posts.


Organisational Context
Under the direct supervision of the Director of Division of Management Services, the principal functions of the ICC Security & Safety Section are:

- The protection off all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.

- The management and control of all electronic security and surveillance protection systems operated at the seat of the Court.

- The safe handling and custody of all accused persons whilst detained at the seat of the Court.
- The background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.
- To promote the safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations.
- The armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.
- The prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.



Duties and Responsibilities

Within the Security and Safety Section, the Personnel Security and Investigations Office is responsible for the management of the Courts background screening (vetting) program and has a vacancy for an experienced vetting professional, with sound investigative skills. Under the direction of the Head of the Policy and Compliance Unit and the supervision of the Personnel Security Officer, the Personnel Security Support Officer will be responsible for :

1. Supporting the administration and management of the Court's background screening programs (vetting) by:


Conducting enquires and administrative tasks related to background screening; risk assessments and risk analysis, screening interviews, discrepancy investigations, and open source/media investigations, drafting files and reporting on vetting processes to line management and/or the Human Resources Section.


Acting as daily point of contact for external security agencies, INTERPOL and the Algemene Inlichtingen en Veiligheidsdienst (AIVD) regarding the screening services they provide the Court.



2. The Personnel Security Support Officer will be responsible for :


Investigating serious security and safety related incidents at the Court, (i.e. information loss, personal injury and accidents etc.) and drafting high quality reports, indicating causation and any recommendations and/or future preventative actions.


Advising security management on investigation techniques and reporting on the provision of recommendations on preventative measures.



3. Deputising for the Personnel Security Officer, during absence, and carrying out any other duties as allocated by Chief of Security.



Essential Qualifications



Education:

Diploma of secondary education.



Experience:

At least six (6) years relevant experience gained from employment in a background screening (vetting), investigation or analytical environment, within a police, military or a government agency. Equivalent experience in corporate security environment or international organisation is also acceptable.

An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility;



Knowledge, skills, and abilities:
Knowledge and skills related to background screening and vetting.
Knowledge and skills related to conducting investigations.
Knowledge of specialist investigation techniques (i.e. TSCM, OPSINT) .
Knowledge and experience carrying out risk assessments or analysis.
Knowledge of and experience in the principles of data protection and law.
Knowledge relating to training and knowledge transfer.
Strong communication and negotiation skills.
Skills in establishing relationships at all levels of a multi-cultural organisation.
Good conflict resolution skills.
Ability to interview staff and ask questions of a sensitive nature.

Possess a solid knowledge of spreadsheets; knowledge of TRIM (Total Records Information Management) and other ERP systems.
Ability to take decisions or decide course of action under pressure especially during investigations and/or in potential conflict situations.
High degree of self-discipline, integrity and loyalty.
Able to work in a team environment as a contributing member and respecting others and diverse views/behaviours.



Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset. Good working knowledge of Dutch language is considered an asset.

The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
