CARE Canada is currently seeking a Global Safety and Security Advisor to be home based, or based in Ottawa, Canada.
CARE International (CI) is a confederation of 14 CARE International Members (CIMs) who undertake development and humanitarian activities with 55 Country Offices (COs), and the CARE International Secretariat based in Geneva. All of these actors (CIMs, COs, and the CI Secretariat) hold a duty of care to their respective employees, and also a responsibility to implement the CARE International Safety and Security Standards in their associated country offices. The Global Safety and Security Advisor’s (GSSA) role will be to support, on request, all of these actors to meet both their duty of care to employees, and implement the required CI safety and security standards.
The GSSA works to support the already existing CIM Safety and Security units and focal points. S/he will be deployed, as requested and on an as-needed basis, to CIM offices, country offices and the Secretariat office to advise and implement safety and security risk mitigation and response strategies at all levels to enable the work of CARE staff worldwide to save lives, defeat poverty and achieve social justice.
The one standing and ongoing functions will be to provide safety and security support to CI Secretariat staff (described under point 4) 25% of the time. The remainder of the time, this person’s role will be multi-mandated, and directed by the safety and security needs and requests of CIMs, COs and the Secretariat (i.e. demand driven limited term deployments/tasking). When not deployed, s/he will work on projects in support of CARE International’s Safety and Security Coordination Group (SSCG).
The position is employed on behalf of the CI Membership by CARE Canada and is supervised by the CARE Canada Safety and Security Lead, except in relation to responsibilities and tasks described under point 4, when the position reports to the CI SG / CEO.
What you offer:
Recognized degree in a relevant field, or equivalent combination of education and work experience
At least five years’ of professional experience in the safety and security related domain, and in specific in the humanitarian or development sector in conflict settings;
Good knowledge of the safety and security sector including principles, trends, standards and laws in the humanitarian context;
Demonstrable knowledge in risk management and international NGO security management processes;
Proven project management and event planning skills;
Experience working for international NGOs and familiarity with other major humanitarian actors, including the UN, governments, and institutional donors;
Ability to deal with discretion on sensitive issues, respond positively to challenges and find creative and innovative solutions to problems
Fluency in written and spoken English required
