Context:

Under the direct supervision of the Mission Field Security Officer (MFSO), with the overall supervision of the Chief of Mission (CoM), and in close collaboration with the SSU Regional Field Security Officer for Asia and the Pacific (RFSO-AP) and the Head of SSU at Headquarters (HQs), the successful candidate will assist the MFSO with developing, recommending and implementing appropriate safety and security procedures related to all aspects of the mission’s and its program’s safety and security. This will include effectively addressing emergency management preparation, oversight and response, as well as supporting the MFSO with the drafting of Standard Operating Procedures (SoP’s) for various operational and In Extremis (IE) response scenarios. S/he will assist in establishing and maintaining an appropriate level of security awareness throughout the mission, its programs and to maintain a high level of physical security preparedness directly related to DSS Minimum Operating Security Standards (MOSS). Provide relevant safety and security advice on all aspects of physical security measures for newly identified mission offices and guest houses in collaboration with the CoM, MFSO, and other units/departments. Further, ensure that appropriate Security Risk Assessments (SRA’s) are developed for these facilities and selected IOM programs, operations and activities. S/he will assist in the successfully management of the IOM Afghanistan Security Unit implementing appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM Assets. Under the guidance of the CoM and the MFSO the staff member will be responsible for implementing IOM’s Safety and Security Policy and the security policies and procedures of the United Nations Department of Safety and Security (UNDSS) in accordance with the UNDSS-IOM Memorandum of Understanding (MOU).

Core Functions / Responsibilities:
Review and make recommendations regarding safety/security requirements of the Afghanistan offices and liaise regularly with the Mission Field Security Officer (MFSO) on emerging threats and specific security conditions, among others

Develop a solid understanding of the United Nations Department of Safety and Security (UNDSS) security management system (IOM is a full partner in this system and is guided by their safety/security policies and procedures) in Afghanistan, and keep abreast of all changes and developments as they occur. Attend the UNDSS Security Management Team (SMT) meetings as an observer only during the absence of the MFSO.
Ensure all relevant safety/security information is disseminated in a timely manner to all IOM Afghanistan staff and to the extent possible the programme's service providers.
Assist in developing and regularly reviewing all internal evacuation and emergency contingency plans and make recommendations as necessary (emergency evacuation, assembly/safe areas, mass casualty management, warden system and emergency communications), to develop appropriate responses, including required human and technical resources for effective implementation. To the extent possible test these emergency plans to ensure they are functional, effective and address the mission/program requirements.
Conduct as required security assessments/evaluations/threat/risk analysis (both tactical and strategic) for IOM Afghanistan and in coordination with the MFSO offer appropriate mitigation recommendations.
Conduct regular document reviews of extant security plans and policies and update, edit or improve as required.
Conduct regular physical security surveys of facilities and staff housing within the mission area.
Identify various levels of risk (risk matrix) and potential mitigation measures within the concept of IOM's country mission risk management strategies.
In coordination with the MFSO, produce a consolidated Security Risk Assessment document for the mission.
Collaborate as required with the MFSO and UNDSS regarding all aspects of threat/risk analysis.
Assist in the design and implementation of security strategies and programme specific security procedures/standards and establish a concrete course of action for their implementation within the mission.
In coordination with the MFSO, assist in conducting regular safety/security briefings for all staff and targeted trainings for identified programme staff in relevant areas (counter-surveillance, defensive driving techniques, evacuation drills, mass casualty response, hostage survival, stress awareness, operational and personal security measures).
In coordination with the Chief of Mission and MFSO, assist with the preparation of a Mission Business Continuity Plan.
Carry out appropriate safety and security training programs, including proper use of available communication equipment in a professional and timely manner. Coordinate with the MFSO and UNDSS on all in-mission security related training matters to ensure that the mission’s security training procedures conform to IOM/UN DSS training standards.
Maintain open-lines of communications concerning all aspects of general mission safety/security with relevant partners; UNDSS and as required the host governments various security services.
Be guided by IOM Staff Rules and Regulations related to the confidentiality and secure management of internal and external safety/security information.
Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Security Management, Social Sciences, International Studies, Communication or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in security management, law enforcement, preferably at an international level;
• Extensive military experience, law enforcement, Disaster (Risk) Management, or alternatively a combination of relevant security training and field experience;
• Previous experience in UN Missions, International Peacekeeping or Emergency Missions;
• Proven ability to discern and uphold the programmatic interest status and safety of the mission at all times;
• Proven ability to collaborate with senior military and government counterparts;
• Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment;
• Physical ability to effectively respond to and support staff in In Extremis situations
• Emergency Trauma Bag (ETB) certification highly desirable;
• Familiarity with the Central Asia context and previous working experience in Afghanistan an advantage;
• Experience in planning and execution of security agencies or organizations security policies highly desirable;
• Must have a valid driver’s license and previous experience in dealing with law enforcement agencies an advantage.

Languages
Fluency in English is required. Working knowledge of Dari and/or Pashtu is an advantage.
