Job Overview/Summary: The Senior Director, Business Resiliency and Continuity (SDBRC) is responsible for overseeing organizational safety risk management, ensuring the protection of people, business interests, operations, information, assets and the wider reputation of IRC. The SDBRC is responsible for establishing, monitoring and managing safety risk management standards andstrategies (as a cross cutting function across all organizational activities), including the implementation of ISO 22301 compliant business continuity management strategies, policies, plans, protocols, systems, training and associated support and resource selection and management.

The SDBRC will lead the safety and security team in collaboration with management; including establishing standards, defining activities and monitoring performance for the International Safety and Security Director (and the Regional Safety and Security Advisors, Security Focal Points) and the USP Security Manager. They will also be a fusion point for organizational resiliency success, working with internal and external stakeholders as an enabler to ensuring safe and effective program implementation; domestically and internationally. The SDBRC will be the champion of organizational resiliency, articulating and reinforcing this at all levels and across all departments, synchronizing domestic and international resiliency and continuity strategies, support and resourcing, coordinating intra-organizational resiliency activities, functions and deliverables, The SDBRC will create, maintain, and act as a senior technical advisor to the Crisis Management Leadership Team (CMLT) during a critical incident or crisis event, gathering and analyzing information, leveraging networks and relationships, mobilizing and coordinating internal and external support and resources, and defining strategies to respond to, manage, and then transition and recover from an event. The position will assume the role of Incident Commander during safety or security related incidents, and will direct and support security and safety management teams and resources domestically and internationally.

The SDBRC will be responsible for establishing and maintaining systems to track and assess organizational safety and security risks at all levels, drawing upon internal, open source and contracted resources to establish a contextualized understanding of strategic, operational and tactical risks. The SDBRC will work with their peers during partnering and subcontracting activities, and will ensure that executive leadership is informed of major risks against a 1 to 3 rating system; while concurrently providing remedies and solutions.

The SDBRC will be responsible for ensuring that awareness and competency programs are in place to ensure that the knowledge and skills required to meet resiliency and continuity needs are defined, included in recruitment and job specifications, and are trained and exercised against to build internal capacity.

The SDBRC will own the BCMS performance monitoring and management process, and will report any non-conformities (with recommended corrective actions) to the SVP for Operations and Strategy, and will consolidate all performance metrics into an annual report for dissemination and review.

Reporting to the SVP for Operations and Strategy, the SDBRC will be the dual line manager for the Director for International Safety and Security and the USP Safety and Security Manager. The SDBRC will have a critical working relationship with the Ethics and Compliance Unit (ECU) particularly in coordination of multiple compliance policies with risk management. The International Safety and Security Director will also report in to the VP of Operations and the USP Safety and Security Manager will report jointly in to the VP for US Programs.



Major Responsibilities:

Risk Management: Direct and oversee the comprehensive development and application of organizational, programmatic and staff safety and security policies, plans, protocols and supportive resources and training within a holistic risk management framework. The SDBRC will collaborate with internal stakeholders to introduce and rollout a framework that provides best practices and systematic approaches to effectively identify, analyze, mitigate and report risks and controls as they relate to people, business interests, operations, assets, information and the integrity of IRC’s reputation. The SDBRC will service (as internal clients) the Ethics and Compliance Unit, the Office of Legal Counsel, the Chief Financial Officer, the Chief Technology Officer, the Chief Human Resource Officer and program department leadership to ensure an organization-wide plan and effort.

Monitoring of Standards: Ensure that IRC strategies, systems, processes and people are reflective of current needs, sustained, resourced, articulated, and appropriately managing all forms of risk. The SDBRC will collaborate with, and direct, their international and domestic security teams to ensure appropriate protocols and training are in place. The SDBRC will own the IRC ISO 22301 compliant Business Continuity Management System, acting as the coordinator to ensure all resiliency needs and activities are understood and met in a full and timely manner.

Awareness and Competency: The SDBRC will lead the effort for organizational awareness and competency standards as they relate to resiliency, continuity, safety, security and emergency management. The SDBRC will establish and maintain defined training and exercising standards across the spectrum of dedicated and secondary roles for Business Continuity Representatives (Headquarters) and Regional Safety and Security Advisors and their Security Focal Points (field), ensuring professional and personal growth is systematic, consistent and effective; and is supported by credible training resources. The SDBRC will instigate a mentoring and certification regime to ensure that knowledge and skills are reflective of international best practice; and will coordinate annual CMLT simulations to test the headquarters leadership team (ensuring the International Security Director also undertakes regional and country level testing annually).

High Risk Travel Management: The SDBRC will assess vulnerable or high profile individual and/or group travel to high security risk destinations, providing evidence based go/no-go decisions, support and resource needs, a threat assessment, stakeholder engagement strategies, and evacuation recommendations in collaboration with the Director of International Safety and Security to the RDs, VP and SVP for International Programs. The SDBRC will support and monitor CEO/Board and VIP travel to overseas locations, liaising closely with relevant security and management staff to ensure protocols and procedures are in place; while also ensuring adequate, timely and regular reporting methodology and tools are followed in order to share safety and security updates with IRC senior leadership.

Crisis and Critical Incident Management: The SDBRC will be a senior technical advisor to the CMLT and will act as the Incident Commander during safety or security related events. The SDBRC will ensure that the CMLT and affected Local Incident Management Team activate and implement the appropriate business continuity management policies, plans and protocols, effectively share information in a channeled, accurate and timely manner; while best using internal and external support and resources.

Representation: Develop and support strategic relationships with key actors in enterprise risk management and business continuity management and the staff safety and security field within the private and nonprofit sectors, USG, UN and affiliated entities. In coordination with the Director International Safety and Security, attend security meetings, including INGO and UN security fora.



Job Requirements:
10-12+ years senior security or resiliency management experience
Led business resiliency, security or crisis management strategies for a large NGO
Masters’ degree in security or business continuity – or relevant experience
Must have worked in over 15 countries supporting resiliency and security programs
Background in humanitarian programs – funded by agencies such as USAID and DFID
Strong education and training qualifications and experience (including leadership development and program design and development)
Comprehensive program management qualifications and experience
Strong and detailed understanding of business and contracts management
Strong policy, plan and protocol writing skills
Proven leadership capabilities within complex and high stress situations
Proven experience in managing fast tempo and dynamic crisis events
Self-motivated and able to work independently
Able to multi-task concurrent needs under duress
Ability to manage significant workload, stress and tight deadlines
Excellent and persuasive communicator
Ability to travel 50% of time including in very short notice
