Function
Under the responsibility of the head of delegation based in Bangui, the SSD delegate is responsible for:
Development, updating of security management tools: monitoring, updating, and putting into practice with the personnel of the FIU the rules and mechanisms of security in place in the delegation
Contextual analysis: constant monitoring of the political and security situation of the country and of the areas of intervention of the FIU in particular; Report to the Head of Delegation
Coordination and internal organization of safety and security management: ensuring the safety and security of the working environment of CRF and DMI staff (delegates on international missions) in particular
Hierarchical links
The SSD delegate works under the hierarchical responsibility of the head of delegation. There is currently no position under the hierarchical responsibility of the SSD delegate. However, the recruitment and training of a national counterpart in 2017 is a contingency on which the SSD delegate may have to work.
Functional links
Collaborates internally with: the logistics coordinator and its teams in Bangui and in the sub-delegation of Berberati; The head of sub-delegation of Berberati)
Collaborates externally with: the Red Cross Movement (CRCA, ICRC, IFRC), INGOs, United Nations Agencies and all other institutional and informal actors
Supervises on behalf of the delegation the guards of the premises CRF of Bangui, providers of a guarding company
Intervention zone
The SSD delegate is based in Bangui where he has direct responsibility for the implementation of the delegation's security policy. It is also in charge of supervising this implementation in Berberati, through the relay of the head of sub-delegation. In this context, he will be required to carry out regular field missions in Bangui and Berberati.
Responsibilities
To carry out its mission, it is responsible for:
A. monitoring the measures put in place on the delegation to ensure the safety of people and goods
B. update security tools installed on the delegation
C. support the head of delegation in its mission of monitoring the political and security situation in CAR
D. represent the FIU on all matters relating to human security
E. be the guarantor of the safety of personnel and premises of the FIU
F. be The guarantor of the safety of the environment of life of the DMI of the delegation
Profile of the candidate
Training
Initial and / or continuing training in the safety of humanitarian workers, and / or
University degree in international relations / geopolitics / security
Specific knowledge
Knowledge of Central Africa is an asset
Knowledge of the Red Cross Movement (functioning, mandates etc ...) is an asset
Perfect command of the French language; Knowledge of Sango is an asset
Skills and Experiences
3 years experience in the function of security and safety manager, preferably in the humanitarian field and carrying out significant actions
Experience within a humanitarian organization including missions to countries / regions with a sensitive security component
Ability to understand and analyze context, population, country, international policies, operational positions and their interactions
Competence in training on safety management issues, safety analysis, safer access, etc.
Knowledge of communication technologies including VHF, mobile and satellite
Ability to work under pressure in a safe, volatile environment
Theory and practice of 4x4 and off-road driving
Master of the computer tool Pack office / internet
Be physically resistant, the distances to be traveled by car being large and the conditions relatively difficult during frequent visits of supervision on the ground
Demonstrate patience, pedagogy, diplomacy and coping skills
Have a very good relationship (internal and external)
Know how to work as a team
Respect the principles of the International Red Cross and Red Cross Movement: humanity, neutrality, unity, universality, impartiality, volunteerism, independence
